The need of t6e neighborhood+ dLctrkt. or City for a proposed specla� PropertY u+e• <br />Findings: Communiry Transit (CT) provides transit urvice in Snohomish Counry and the City <br />of Everett, with their primary setvice area being Stwhomish Counry. Their administrative <br />offices are cuttently located in Lynnwood. However, Communiry Transit's operations base is <br />located on Hardeson Road in Everett. The proposal would consolidate the administtative <br />employees on the same site as operations and maintenance to increase efficiency and <br />communication throughout the agency. <br />Coaclusioos: The proposed use is a needed function in the City of Everett and Snohomish <br />County as a whole. <br />2. The adequacy of streets, utiliNa ond public servica require+l to serve a proposed use. <br />Findings: Hardeson Road and access to the site is ezisting. There are three bridge crossings of <br />Merrill and Ring Creek on the existing Community Transit site. The administrative offices <br />would take access from the southernmost bridge crossing. A traffic analysis was completed as <br />part of the SW Everett/Paine Field Subarea Plan a� EIS. The applicant is required to pay a fee <br />of 547,282•00 (51.006 per PM peak hour ttip) to fund system-wide transponation <br />improvements. 5ee Exhibit 5, the Planned Action Determination. <br />An analysis of utilities and public services was also completed as part of the SW Everett/Paine <br />Field Subarea Plan and EIS. The proposal falls within the impact threshoids identified in the EIS <br />and Southwest Everett Subarea Plan Mitigation Decision Document. Utilities are available in <br />Hardeson Road and on the subject site. If feasible, utilities wili be extended from the ezisting <br />site. If this is not feasible, utilities may be obtained from Hatdeson Road at the existing bridge <br />crossing. <br />Conclusion: The proposal would not have an adverse impact on the City's street or utility <br />systems. <br />3. The impact of trattic generated by the proposed use on the surrounding area, pedestrien <br />circuletion and pub8c sa[ery; and the ability of the proponent to mitigate such potmtlal <br />impacts. <br />Findings: Access to the administrative off:ces would be off of Hardeson Road from an existing <br />driveway/bridge crossing. Pedestrian walkways are proposed between the street and the <br />building. The proposal would separate pedestrian and public sccess from bus circulation on the <br />site. <br />Conclusion: The proposal will not result in a significant adverse impacts on traffic, pedestrian <br />circulation, or public safery. <br />2 <br />
