8. 1'6e gcaerallon of nuBance irritants such as noise, smoke, duu, odor, tlare, v6w1 blig6t or <br />other undesirable impacts. <br />Fieding: During construction noise and dust will be generated. The Ciry's Noise Camol <br />Ordinance exempts construction noise, except between the hours of ten p.m. and seven a.m. on <br />wcekdays and six p.m. and eight a.m. on Saturdays, Sundays and state recognized holidays if the <br />rcceiving property is zoned residential. <br />During constmction erosion control and dust control measures must be taken as required by <br />Engineering and Pubiic Services. <br />Few ircitants would be generated after construction. <br />Conclusion: No significant advetse impacts from noise, smoke, dust, odor, glare, visual blight <br />or other undesirable impacts are anticipated as a result of the proposal. 'the contractot must <br />comply with the City's Noise Control Ordinance. <br />9. Consistency with the goals and policies of t6e Everett Geceral Plan [or the uea and land <br />use designatioo ia which the property is located. <br />Findings: The site is designated 5.1 Heavy Industrial on the Evetett General Plan. Areas <br />which were designated Heavy Manufacturing or Heavy [ndustrial were those ateas where heavy <br />manufacturing or industrial uses were established and expected to continue, including the Boeing <br />aircrak assembly plant, and Burlington Northern Railroad Delta Yard. The industrial land use <br />policies include: <br />13.6 All industrial developments should be designed and developed to promote <br />easy access for employees using public transit, and the physically disableci. <br />13.7 All industrial developments should be operated so as to minimize impacts on <br />surrounding land uses, especially less intensive residential land uses. <br />1.3.8 Limit the non-industrial use of industrial lands to uses which are of a rype. <br />size and number so as to be complementary to industrial activities, and which do not <br />deplete the supply of industrial land, and do not create potential land use conflicts <br />�vith industrial activities. <br />7'he proposed project involves locating Community Transit's administrative offices adjacent to <br />their existing bus maintenance and operation facility. The proposal would be designed to <br />ptomote public transit use (see Item 11 below). 'Che proposal would not result in impacts on <br />surrounding land u:es. The proposal would be complementairy to the ezisting facility which �s a <br />permitted use in the M-2, Heavy Manufacturing Zone. <br />Conclusions: The proposal is consistent with the Everett Comprehensive Plan. <br />10. Compliance with the provisions of thLc Ordinance and other City, State and Federal <br />regulations. <br />Findings: The applicant proposes to comply with all regulations. <br />4 <br />
