The Ciry's General Plan Central <br />Business District Policies includes the foilowing policy: <br />Promote Everett's Central Business District as the regional center for govertunental, <br />financial, and professional services; cultural activities; supported by high densiry <br />housing; retail and service businesus in a distinctly urban downtown utting. <br />The Ordinance adopting the Comprehensive Plan (Ordinance 2021-94) states that A Development <br />Pl�n, for Fverett's Cencral Citv shall remain as a policy guideline to be used in shaping future <br />growth in the conununiry. This document includes the following policies and statements. <br />The Centrat City should be the urban center of Everett and the surcounding <br />Snohomish County area providing a concentration of intensiry and diversiry in <br />developmental character and human activiry. It should be the counry's focal point <br />for commercial, govemmental, cultural, and recreatiunal pursuits. <br />Federal, State, Counry and Ciry public adminis:ration buildings and public urvice <br />buildings should be concentrated within the Core south of the retail area. <br />In addition ro City and Counry government, State and Federal agencies which <br />contain re�;ional offices and administrative centers should also be included in the <br />corridor. A Federal office building is already in the area and future expansion <br />should occ:ur on these or adjacent properties. A�, while some State services and <br />functions may not be appropriate to tNe Core (due to rypes of services, space, or <br />parking requirements), regional administrative activities would be. Grouping the <br />governmental units provides better opportunities for coordination among those <br />entitics, and added convenience to the public. This cooperation on overall facilities <br />planning also permits common approaches to solving parking and transportation <br />problems for this significant employee base. <br />In their narrative statement, E�ibit 4, CT states that the adminis�rative offices staff'serve all CT <br />employees, the tinajoriry of whom are already located at the Hardeson Road sire. By <br />consolidating their staff onto one site, they will be able to reduce daily automobile irips between <br />facilities, while increasing the efficiency of their organization. The maintenance and operations <br />facility cannot be located downtown due to the need for large areas of bus parking, opetation of <br />buses, frequency of bus trips, and noise associated with maintenance activities. <br />Communiry Trnnsit states that locating the administration building downtown would not be more <br />convenient to the public they serve, since their service area is located outside of E:verett. Thei� <br />Customer lnformation Services will remain at their current laith Street building, which is more <br />convenient for their ridership. The only public activities associaied with the offices are board <br />meetings and public heatings, obtaining job applications, and job interviews. <br />� <br />
