Communiry Tcaasit is curre�nlY put�cipating in Commute Tn"p rcducdon on a <br />voluntary bsis and submitted a CTR program to the City of Everett in June of 1990 <br />covering its Central Operations Base on A��port Road. The CTR program is available <br />to all Communiry Trans�t employas. The Ciry of Everett roviewed the voluntary CTR <br />program and issued its approval on August 30, 1996. <br />The proposed building would add approximately 70 adminisuative employees to the <br />existing Operations Base, which has an estimated 400 employas (including drivers. <br />maintenance, and administrative stat�. When the number of full-time employees who <br />report to this worksite between the hours of 6:00 am and 9:00 art► (at lesst 2 or more <br />weekdays for 12 conti�wous months) reaches 100, this worksite will bccome a CTR- <br />affccted site and Communiry Transit must comply with the provisions of the City of <br />Everett Commute Trip Reduction Ordicunce. <br />It is recommended that Community Transit contact Dennis Bloom, Program Manager, <br />at the City of Everett's Transportation Services �artment (257-8915) prior ro <br />occupancy of the proposed building ro discuss the TR Ordinance requirements in <br />greater detail. <br />12. If i[ is infeasible to provide utilities from the existing site and a utility crossing ot <br />Merrill and Ring Cttek is required, the crossing plan, ireluding stream and buffer <br />mitigation plan, must be reviewed and approved by the Planning and Community <br />Development and Engineering azd Pnblic Services Departments. <br />Best Management Practices must be used for any stream crossing construction activities <br />per the SW Everett Mitigation Decision Document (Condition 1 on pages 18 and 19). <br />Any crossing must also comply with conditions 2, 3, 4, aM 5 on page 10 of [he <br />Mitigation Decision Document. <br />A maintenance/monitoring bond wtll be required for any requircd stream or buffer <br />mitigatioa The amount of the bond will be determined by the Planning and <br />Community Development Department based upon the rype of mitigation required. <br />13. A pedestrian circuiation system for the site must be apQroved by the Planning Director <br />and Traffic Engineer prior to the issuance of any buildm3 permits. Walkways must <br />allow pedestrians and wheelchairs to gain easy access from sidewalks on Hardeson <br />Road and bus stops to building entrances ttvough the use of paths which are physically <br />separated from vehicle traffic and maneuvering areas. (See the ciry's Design and <br />Construction Standazds and Specifications Manual and Section 39.165 of the Zoning <br />Code.) <br />14. <br />Placement and screening of refuse disposal areas must be provided per Section 39.080 <br />of the Zoning Code as follows: <br />a. Garbage receptacles, dumpsters, and mycle bins shall be provided in all <br />multiple family, commercial, industrial, and institutional developments and shall <br />not be located m a required front yard setback area, or street side setback area <br />for comer lots. Where an alley abuts a lot, the garbage receptacles, dumpster, <br />or recycle bin st�all be located adjacent to the alley. <br />b. All garbage dumpsters and recycie bins must be scraned from view from the <br />street and from ad�acent propenies. This screening may be dorx using dense <br />vegetation or by placing the dumpster or recycle bin in a structural enclosure. <br />c.
