The need of the ndQhborhood, dtctrlct, or City for a proposed special proPerty uu• <br />Findiugs: Community Transit (C'1� provida transit service in Snohomish County and [he Ciry <br />of Everett, with their primary service area being Snohomish Counry. �I'heir adminis[ra[ive <br />offices are curtently located in Lynnwood. However, Community 1'ransit's opera[ions base is <br />located on Hardeson Road in Everett. The proposal would consolidate che adminis[rative <br />employees on the same site as operations and maintenance [o increasz efficiency and <br />communication throughout the agency. <br />Conclusions: The proposed use is a needed function in tbe City of Everett and Snohomish <br />Counry as a whole. <br />2. The adequecy of streets, utilitia and public servkes required to serve a proposed use. <br />Findings: Hardeson Road and access to the site is existing. Thero are three bridge crossings of <br />Merrill and Ring Creek on the existing Communiry Transit site. The administrative offices <br />would take access from the southernmost bridge crossing. A traffic analysis was completed as <br />pa Everen/Paine Field Subarea Plan and EIS. The applicant is required to pay a fee <br />�—' o 547,282. (S1.006 per PM peak hour trip) to fund system-wide transportation <br />dh �3�-i t3"� i vemenu. See Exhibit 5, the Planned Action Detetmination. <br />An analysis of utilities and public services was also compieted as part of the SN Everett/Paine <br />Field Subarea Plan and EIS. The proposal falls within the impact thresholds identified in the EIS <br />and Southwest Everett Subarea Plan Mitiga[ion Decision Document. Utilities are available in <br />Hardeson Road and on the subject site. If feasible, utilities will bc extended from thc existing <br />site. If this is not feasible, u[ilities may be obtained from Hardeson Road at the ezisting bridge <br />crossing. <br />Conclusion: The proposal would not have an adverse impact on the Ciry's street or utiliry <br />systems. <br />3. The impact of tratttc generoted by the proposed use on t6e surrounding ares, pedesttian <br />circWation and pubtic safery; and the abWty of the proponent to mitigate such potenUal <br />impacts. <br />Findings: Access to the administrative offices would be off of Hatdeson Road from an existing <br />driveway/bridge crossing. Pedestrian walkways are proposed between the stra[ and the <br />building. The proposal would separate pedestrian and public access from bus circulation on the <br />si[e. <br />Conclusion: The proposal will not result in a significant a�iverse impacts on traffic, pedestrian <br />circulation, or public safety. <br />2 <br />
