Attachment No. 1
City of Everett Regional Funding Project Descriptions
Listed in Order of Priority in Each Category
Category A. HSS Projects
Priority 1: I-5 & 41st St Interchange
This project will address one of the most significant congestion bottlenecks in the
Puget Sound Region and complement the core HOV lane construction on I-5 through
Everett. It will provide improved transit connection to the Everett Station. The 41st St
I/C will increase capacity and efficiency of movement of traffic, including on-ramp
and off-ramp revisions. Project lead for this portion is the City of Everett. Funding
would provide for City's share of construction of this improvement. Funding
Proposed: $24,300,000.
Priority 2: I-5: US 2 Interchange Improvements
This is the next phase in the project to identify and make improvements to the I-5
Interchanges through the City of Everett and would focus attention on the Interchange
of I-5 with US 2. As with I-5/41St, this area of I-5 is beset by major AM and PM peak-
hour congestion. Partners in this project are WSDOT, Snohomish County, and City of
Everett who is the lead. Improvements would complement WSDOT project extending
Core HOV lanes from SR 526 to US 2, and would include improvements to the
downtown interchanges between 41St Street and US 2. Funding is for City's share of
design, right-of-way and construction. Funding Proposed: $36,700,000.
Priority 3: I-5: 100th Street Undercrossing—HOV Access—Interchange
Improvements
This project would construct an undercrossing of I-5 at 100th Street with HOV only
access to I-5 northbound, and HOV only access from I-5 southbound. The
undercrossing would allow HOV only access from 100th Street to the Sound Transit
median park and ride lot at 112th Street, providing a direct transit connection from the
Sound Transit median facilities to the South Everett Transit Center adjacent to the
Everett Mall. The project would also allow GP traffic to travel between SR 527, east
of I-5 to the mall and transit center, thereby eliminating significant traffic from the
congested Eastmont interchange. Funding proposed is for design and construction.
Funding Proposed: $35,700,000.
Priority 4: I-5 HOV Direct Access (41st,SR 2)
Project would complement WSDOT work to extend core HOV lanes from SR 526 to
US 2 and planned HOV lane improvements on US 2, and interchange improvements
between 41st Street and US 2. Project would construct inside lane HOV only access
ramps connecting I-5 HOV lanes to Broadway at 41st Street and to US 2 HOV lanes.
Funding proposed is for City's share of design and construction. Funding Proposed:
$100,000,000
Priority 5: Everett Mall Way to I-5 southbound on-ramp
1
