9. On March 15, 2001,by Ordinance No 2511-01, the City Council formed the <br /> Everett Public Facilities District for the purpose of designing, constructing, financing and <br /> operating a Regional Center in Everett pursuant to RCW 35.57. No challenge to the <br /> formation of the PFD was made within the thirty day period allowed by RCW 35.57.010(6). <br /> 10. On March 26, 2001, the City entered into a professional services agreement <br /> with Shockey/Brent, Inc. to assist the Everett City Planning Director in preparing the site <br /> selection criteria and undertaking an environmental analysis under SEPA for the Regional <br /> Center at alternative sites within the City. <br /> 11. On April 14, 2001,by Resolution No. 5030, the City Council appointed the <br /> five members to the Board of Directors for the PFD. <br /> 12. On May 15, 2001, a 22-member board appointed by the PFD consisting of <br /> residents of the greater Everett Community, selected three Design-Build finalists to design <br /> and construct the Regional Center. <br /> 13. On May 17, 2001, the PFD Board conducted a public hearing to consider the <br /> traffic and environmental reports on the five potential sites for the Regional Center. <br /> 14. On May 31, 2001, the City entered into Interlocal Agreements No. 1 and <br /> No. 2 with the PFD to provide start-up funds for the PFD to obtain staff, professional and <br /> technical services, and to cover other expenses relating to the development of a Regional <br /> Center. <br /> 15. On June 1, 2001, the City Planning and Community Development Department <br /> issued a Determination of Significance and Scoping for the Supplemental Environmental <br /> Impact Statement to cover the proposed Regional Center. <br /> 16. On June 6, 2001, the City completed a Draft Supplemental Environmental <br /> Impact Statement for the Regional Center("Draft SEIS") and, on June 21, 2001, conducted a <br /> public hearing on the Draft SEIS. <br /> 17. On July 16, 2001,the Final SEIS for the Regional Center was completed and <br /> issued and an Addendum to the Final SEIS providing further information on the Hewitt <br /> Avenue Site was issued in November 2001. The SEIS was not challenged by appeal. <br /> 18. On July 24, 2001, the PFD Board conducted a public hearing on site selection <br /> and, by Resolution No. 24-01, selected a two-block site bounded by Hewitt Avenue, Oakes <br /> Street, Wall Street, and Broadway, in the City of Everett, (referred to as the "Hewitt Avenue <br /> Site") as the preferred site for the development of a Regional Center. <br /> 19. On August 1, 2001,by Resolution No. 5084, the City Council, at a public <br /> meeting, after considering the parking, traffic and historic impacts, the consequences of <br /> S:UIIes\WINWORD\resolution re.initiative.doc <br /> 3 <br />
