vti <br /> • Site 5 is of sufficient size, shape, and configuration to allow the <br /> development of a regional, multi-purpose special events center <br /> with sufficient capacity . . .; <br /> • Site 5 received the highest overall transportation rating in the <br /> Perteet Engineering, Inc. study April 2001, with greatest <br /> available parking and fewest adverse traffic impacts; <br /> • Site 5 is located nearest to the proposed Snohomish County <br /> Campus Redevelopment Project and presents a unique <br /> opportunity for shared use of parking and other community <br /> facilities; and <br /> • Site 5 is the only one of the three alternative sites located within <br /> the downtown core, and is therefore more supportive of <br /> downtown planning policies and objectives for the Central <br /> Business District. <br /> 2. The Special Events Center will include a main arena area and a second <br /> sheet of ice and accessory space for team practice and public skating activities. The <br /> total building area, including the second sheet of ice, is approximately 250-275,000 <br /> sq. feet. The building footprint is anticipated to be approximately 152,324 sq. feet. It <br /> is anticipated that the height of the building will be as great as approximately 85 feet <br /> from the arena floor to the top of the highest point of the roof, but portions of the <br /> building will be 20 to 30 feet below the level of the adjoining side. The Center's <br /> design allows for great flexibility in the type and size of events that can be sponsored. <br /> 3. By Resolution No. 5084, adopted on August 1, 2001, the City Council <br /> of the City of Everett, after especially considering the parking, traffic and historic <br /> impacts, the consequences of displacement of people, businesses and buildings on <br /> those displaced and the community; the benefits of the Special Events Center on each <br /> of the alternative sites to the community, and the public interest and welfare, also <br /> selected Site 5 as the best site for development and construction of the Everett Special <br /> Events Center and authorized and directed the acquisition and condemnation of <br /> property on the site for development as the Special Events Center. <br /> 4. In reaching their decisions in selecting Site 5 as the preferred site for the <br /> Special Events Center, both the Public Facilities District and the City Council of the <br /> City of Everett, considered the Indoor Arena Feasibility Analysis, January 2001, <br /> prepared by Brailsford and Dunlavey; the Everett Special Events Transportation <br /> Analysis and Evaluation, April 2001, prepared by Perteet Engineering; Special Events <br /> 2 <br />
