Center Feasibility Analysis, May 14, 2001, prepared by Shockey Brent; the Everett <br /> Special Events Center Transportation and Parking Analysis, October 12, 2001, <br /> prepared by Perteet Engineering; the draft (June 2001) and final (July 2001) <br /> Supplemental Environmental Impact Statements for the Special Events Center; the <br /> testimony provided at public hearings before the City Council and the Public Facilities <br /> District with respect to site selection. <br /> 5. The City of Everett has since acquired, by acquisition or condemnation, <br /> or now holds the right to acquire, all of the properties on Site 5 for development of the <br /> Special Events Center. <br /> 6. Since August 1, 2001, the Public Facilities District has entered into <br /> certain contractual arrangements, selected and retained a design-build team, selected a <br /> final design for the Special Events Center, and otherwise is in the process of full and <br /> final development and construction of the Special Events Center. <br /> 7. The Moffat Building (1908-1910 Hewitt Avenue) and Stovies Stove <br /> Shop (1922 Hewitt Avenue) were both listed on the City of Everett's Historic Register <br /> in 1988 by the Everett City Council on the recommendation of the Historical <br /> Commission and were granted special valuation. "Special valuation" is the revision of <br /> the assessed value of a historic property which subtracts, for up to ten years, such <br /> rehabilitation costs as are approved by a local review board. <br /> 8. The design and construction of the Special Events Center on Site 5 will <br /> require the demolition of the Moffat Building and the Stovies Stove Shop Building. <br /> 9. Demolition of buildings listed on the Everett Historic Register requires <br /> review and recommendation by the Everett Historical Commission and the issuance of <br /> a Waiver of a Certificate of Appropriateness by the City Council for each of the <br /> buildings. <br /> 10. The City of Everett, as landowner, and the Everett Public Facilities <br /> District, as land lessee and project developer, submitted an application to the City's <br /> Historical Commission, asking that it recommend that the City Council issue a Waiver <br /> of the Certificates of Appropriateness for the Moffat Building and Stovies Stove Shop <br /> Building, to allow demolition of those buildings for development and construction of <br /> the Everett Special Events Center. <br /> 11. The Historical Commission conducted a public hearing on Wednesday, <br /> November 14, and Wednesday, November 28, 2001, to consider the Application for <br /> Waivers. <br /> 3 <br />
