Jan -21. 2005 3:56PM WASHINGTON MARINE CLEANING
No, 1111 P. 2
rUt
1/27/05 Cry f 2(nZ
Al Q ns
Mr. Larson,
1 am writing in regards to the planned expansion of the Providence Hospital.
This letter will address my family's concerns about parking, noise levels, and cleanliness
in the surrounding communities.
We currently live at 1401 Colby Ave. We find it difficult, at best, to find parking
in front of our home. On average there are six cars lined up the street. Some are the same
cars every day. The drivers all work at or are visiting the hospital, and completely more
the 2 hour limit. Employees also find it convenient to park up and 14th Street. During the
day Parking Lnforcement does some good, but genemily speaking people stay as long as
they want. At night there is no time limit on parking resulting in employees and patrons
staying as long as they wish. This results in late night departures and arrivals.
Noise levels in the surrounding area are completely out of control and
unacceptable. At every shift change there is at least one employee that owns a truck with
a diesel engine. These employees find it convenient to either sit in the truck, or use a
remote start, and leave the vehicle run for 15 to 20 minutes. This wonderful act of
disrespect regularly happens once or twice at 2300hrs, and once or twice at 0500hrs.
Monday thru Saturday (Friday night shift gets off Saturday morning). These engines
make enough noise to wake everyone in the house including my 7 month old infant.
On one occasion the hospital representatives instructed a contractor to station a 20 yard
roll off box on 10 Street right across the street under our window. The hospital then
instructed the contractor to do his demolition work, and load the box at 0400hrs. The
contractor started dropping metal and wood debris in the box at 0400hrs the ensuing
noise woke up the entire house and the neighbors. When I contacted the site foreman he
said "I told the hospital it would wake up the neighbors, but they did not want to
incmvenienee the patients by doing the work during the day." These are just a few of the
incidences that we have endured since purchasing our home.
The final concern with the expansion of this hospital is cleanliness. It is a constant
battle to keep the front and side of the house clean. Hospital visitors and employees are
constantly leaving trash and emptying their ashtrays on the lawn.
The Hospital expansionwould be a benefit to all of the areas it serves. My family,
and friends have been to the E.R. many times and have always received exceptional
service and care. IIowever an expansion would result in the need for more employee -s,
and potentially worsen the situation for neighbors. The Hospital needs to build a parking
facility, and enforce use of the facility.lhe City would also need to zone all surrounding
streets "Lone 4 permit parking only 24hs per day, and enforce it on a 24 hr basis. My
family is generally tired of trying to deal with the IIospital on these issues. When
contacted nobody seems to know who handles issues regarding neighbors concerns.
Usually you are transferred to security where you leave a message that is disregarded.
Feel free to contact me with any questions 425-508-9597
Thank you,
Charles Jacobs
