Massing and scale: <br />Intent: To encourage architectural expression that suggests a high quality urban <br />character and reduces the apparent bulk of the building into a pedestrian friendly <br />proportion. <br />Guidelines: Buildings should have a distinct "base" at the ground level, using <br />articulation and materials such as stone, masonry, or decorative concrete. The <br />base should be made interesting through the use of various attractive <br />architectural details such as windows, artwork, masonry strips, etc. <br />The taller buildings shall be in the center of the site with buildings next to <br />residential areas stepped back. Step back buildings from Oakes Avenue, <br />Wetmore Avenue and 14th Street similar to the existing medical office building <br />and garage structure. <br />Example of Step -Back Height / Massing <br />15 <br />
