Comprehensive Plan Update
Draft Supplemental Environmental Impact Statement
Please accept this letter as the formal comments by Providence Everett Medical Center on the "C
'.issued on December 30, 2004. We appreciate the difficulty in attempting to organize a
process that has so many components. The city staff has done an excellent job moving the process
forward.
General Comments
1. Providence Everett Medical Center serves the entire Northwest Washington region and not just
Everett. The DSEIS refers to Providence Everett Medical Center as the "Hospital" throughout
the document. The longer title should be used. We would also ask that Providence be referred
to as either PEMC or the "Medical Center" in the report.
2. Questions have arisen regarding the 2004 Gibson Transportation traffic study, which references
access on both Wetmore and 12th Street for the proposed Cancer Center parking facility. PEMC
has advised its architects and site designer that access will be confined to 13m Street. An updated
traffic study will be produced for the SEPA review required for both the Cancer Center and the
parking garage.
Perteet Inc. is currently preparing a traffic analysis for the entire Providence Everett Medical
Center Master Plan. As you know, the City is also working with Perteet Inc. on the
Transportation Element of the Comprehensive Plan update. The analysis for the Providence
Master Plan is scheduled to be completed the first of February.
3. The document refers to PEMC as owning 20 of the 22 Donovan homes on Block 248. PEMC
now owns 21 of the 22 homes. While PEMC would like to own all 22 homes, the master plan .
implementation is not contingent on the acquisition of the final residence. PEMC has advised its
architects and site designer to proceed with the master plan development:assuming that the one
house Providence does not currently own on the Northeast corner of Rockefeller and 14d' will
remain.
