tower, which was not part of the previous development agreement, and the building to <br /> which the tower is connected, which is proposed to be increased from 45 feet to 55 feet. <br /> 6. The Planning Commission has asked for information regarding existing site elevations. <br /> The spot elevations shown on the survey map in the vicinity of the proposed residential <br /> buildings indicate elevations between 14 feet (south and west side of map) and 19 feet <br /> (north and east side of map) above mean lower low water. Given the base elevations for <br /> 6 residential blocks established by David Evans and Associates, Inc., which range from <br /> 16.4 to 17.8 feet, staff would prefer that a base elevation using one reference point, as <br /> proposed by the applicants, of 17.0 feet as the base elevation for all residential blocks. <br /> The slight variation between blocks is not enough to dictate a different base elevation for <br /> each block. For purposes of administering the height requirements of the development <br /> agreement as either currently adopted or in the future amended, for the residential <br /> buildings, a single base elevation of 17.0 feet is acceptable to staff <br /> 7. The current development agreement required the Port to provide a parking management <br /> plan in the Draft Environmental Impact Statement for the project. The plan was not <br /> provided either in the DEIS or Final EIS. Staff and the Planning Commission have <br /> requested the parking management plan at various stages of the plan process, including at <br /> the September 13 public workshop. The notebook submitted includes a memorandum <br /> from David Evans and Associates, Inc., summarizing their findings concerning parking <br /> demand and management for the project. Staff has reviewed the memorandum, and has <br /> met with the applicant's consultants concerning clarification of parking management <br /> strategies and the analysis of City zoning code parking standards. <br /> The consultant's memorandum indicates that the parking management plan will be <br /> updated for each phase of development, as specific building designs and uses are <br /> proposed. It appears that, with some clarifications, the amount of parking proposed will <br /> satisfy City code requirements for residential, retail, and office uses, as well as for the <br /> craftsman district. The standard proposed for restaurants and the inn differ from the <br /> method the City uses in the zoning code. The applicant's consultant will explain this <br /> approach at the October 18 public hearing. The City code does not specify a standard for <br /> parking for shoreline public access or for boat slip holder use. The consultant <br /> memorandum addresses boat slip user needs, and describes how special event <br /> (amphitheater)parking will be managed. For large events, the applicant proposes to <br /> make arrangements for off-site parking and shuttle service provided by Everett Transit. <br /> After meeting with the consultant, Planning staff is comfortable with the methodology <br /> used to address total parking demand for the mixed use project. However, staff has asked <br /> the City Engineer to review the parking management plan. His review will not be <br /> completed in time for providing his conclusions in this staff memo, but will be completed <br /> in time for staff to address the matter with the Planning Commission on October 18. <br /> Staff has asked the applicant to spend some time explaining the parking management -- <br /> plan to the Planning Commission at the October 18, 2005 public hearing. <br /> 4 <br />
