16. The visual impact of the increase in permitted height, in comparison to that which <br /> is allowed under the existing development agreement, though measurable, is only <br /> an incremental increase in impact to views from the Grand Avenue bluff. View <br /> impacts allowed under the existing development agreement represent a greater <br /> change from existing conditions than will occur by the increase of 10 feet for <br /> residential building structures and up to an additional 10 feet for rooftop <br /> appurtenances; and <br /> 17. The open space system proposed by the proposed revised plan represents a greater <br /> amount of public open space with improved pedestrian facilities over that <br /> provided in the plan approved by the 2003 development agreement. The <br /> improved quality of public open spaces proposed is made possible, in part, by <br /> placing off-street parking within enclosed structures, which is facilitated by the <br /> proposed increase in permitted building height; and <br /> 18. The parking management plan proposed, to be implemented and updated in each <br /> phase of development, with review and adjustments made by the City Engineer <br /> and Planning Director as necessary to provide for adequate public parking and <br /> parking for residents, businesses, visitors, boaters, provides for adequate parking <br /> as well as an efficient use of parking resources while minimizing aesthetic <br /> impacts of large parking lots; and <br /> 19. The City staff did recommend that the Planning Commission approve the <br /> proposed amendments to the development agreement, subject to additional <br /> conditions; and <br /> 20. The evidence in the record shows that the proposed amendments to the <br /> development agreement are in the best long term interests of the community. <br /> NOW, THEREFORE, THE PLANNING COMMISSION DOES HEREBY RESOLVE <br /> THE FOLLOWING: <br /> 1. The Planning Commission recommends that the City Council approve the <br /> proposed amendments to the 2003 development agreement between the Port of <br /> Everett and City of Everett as identified in the notebooks provided to the City of <br /> Everett on October 7, 2005, including revisions to permitted residential building <br /> height, subject to additional conditions as stated in this resolution. <br /> 2. The site development shall be in conformance with the conceptual plan identified <br /> as Alternative 1 in the Port of Everett Final North Marina Redevelopment Project <br /> EIS, issued May 27, 2005, attached hereto as Exhibit A and incorporated herein <br /> by reference. Minor revisions to the site plan, as defined in EMC 19.29.120, may <br /> be approved by the Planning Director. Major changes as defined in EMC <br /> 19.29.120, may be approved only by the City Council. A site development plan <br /> that includes preservation of the Collins Building within the Craftsman District <br />
