5
areas. Where existing record information is insufficient, additional geotechnical study shall be conducted.
To the extent possible, existing information from recent geotechnical studies performed for the East
Marine View Drive roadway improvement project(HWA GeoSciences)and previous sewer replacement
projects will be used. A detailed scope of the geotechnical study to be conducted by HWA GeoSciences
Inc. is included as an attachment to this scope. The Contractor (geotechnical engineer) will be
responsible for obtaining any permits and/or providing traffic control for any additional geotechnical
investigations. The City will be responsible for paying any permit fees associated with the geotechnical
work. The City has also volunteered the use of a City backhoe and operator for test pits in the NE area.
Task 4— Design
This task involves data gathering, preliminary design, preparation of plans, details, specifications and
contract documents suitable for public works permitting, bidding and construction. Contract documents
will be prepared in a standard package suitable for bidding and construction as one project however, the
Northeast project area (interceptor in Jackson Park) may be removed from the package and combined
with the East Marine View Drive roadway improvements project. Consequently, the Contractor will
prepare documents that can be adapted to either scenario. Designs for replacement combined sewer pipes
may involve pipe diameter changes(increases), pipe slope modifications and minor location adjustments.
Designs will also provide for alley restoration consisting of asphalt pavement surfacing that provides
positive drainage control and appropriate edge elevation matches to existing garages, driveways etc. It is
anticipated that all pipe replacements can be accomplished by conventional open cut methods.
Initially, the Contractor will coordinate with the City to receive technical input and to define the specific
design objectives for the overall project. It is anticipated that some technical options or alternatives for
sewer replacement or surface restoration may be identified, those options or alternatives will be outlined
and evaluated at approximately 30% design progress so the City can make a decision on the preferred
approach.
Contractor Responsibilities:
1. Gather and Review Data Resources: Workshop meeting with the City to review maintenance and
inspection logs. Confirm known problem areas and identify the types of deficiencies, defects and
problems that are necessitating the pipe replacement. Obtain GIS (IDS) data from the City and
develop preliminary mapping and databases for the project. Obtain copies of as-built record drawings
for existing water and sewers in the project areas. Obtain information about other current or proposed
projects in the area (e.g. East Marine View Drive etc.) and receive direction from the City on any
constraints and coordination requirements.
2. Cursory Field Reconnaissance: Field inspection of the overall project area to examine/verify surface
improvements and to inspect manholes and general condition of pipe flow.
3. TV Sewer inspections: Review videotape of CCTV inspection of sewer mains lateral connections and
storm drains etc. produced and provided by the City.
4. Design of Pipes: Based on direction from the City, the Contractor will utilize pipe sizes and slopes for
the proposed new mains in the project area. Pipe designs will attempt to make improvements in flow
velocities in order to minimize solids deposition during normal flow conditions and to convey
estimated peak flows without surcharging. The City and the Contractor will jointly review pipe
material options and will decide on the pipe material for each pipe reach.
Sewer System Replacement"H" Dec 16,2005 1 6
Amendment 3,Scope of Services Page 7 550502(UP3206)
