3 <br /> phases of this project and will be administered according to WSDOT's Local Agency <br /> Guidelines (LAG Manual). In accordance with these Guidelines, the successful consultant <br /> and their subconsultants will be subject to a pre-award audit. The successful consultant <br /> and subconsultants will also be required to conform to the LAG Manual's DBE goals and <br /> requirements. <br /> SUBMITTAL <br /> A shortlist will be created of three consulting engineering firms or teams to be interviewed <br /> for the final selection. The shortlist of consultants will chosen on the basis of the <br /> following information, which you must include in your Statement of Qualifications (110 <br /> points maximum). <br /> 1. The City of Everett desires an experienced project manager capable of providing <br /> direction and oversight on multi-disciplinary projects. Describe the proposed <br /> project manager's past history in overseeing multidisciplinary urban arterial <br /> improvement projects, particularly those associated with a freeway interchange. <br /> (Please note:If his or her team is shortlisted, the project manager identified in the <br /> Letter of Interest will be required to represent the project at the subsequent <br /> interview. Also, if selected for this project, the City will require that the <br /> interviewed project manager remain as the day-to-day contact for this project <br /> throughout the duration of the contract, unless a suitable replacement is approved <br /> by the City.) (15 points) <br /> 2. Describe the relevant, recent experience of each of the design team members in the <br /> design of urban arterial street projects similar to this project—especially those that <br /> are associated with a freeway interchange and include urban bicycle/pedestrian <br /> facilities adjacent to or separated from the roadway. (15 points) <br /> 3. Describe the team's relevant, recent experience in conducting environmental <br /> analyses, including biological assessments (NMFS Section 7 Consultation); <br /> wetland analyses, mitigation, and buffer enhancements. Familiarity with the ECS, <br /> NEPA/SEPA procedures and regulations, including evaluations of historic <br /> properties under Section 106 of the National Historic Preservation Act, <br /> environmental justice and evaluations of hazardous soils. (10 points) <br /> 4. Describe the team's relevant, recent experience in preparing right-of-way plans for <br /> federal-aid projects, including the mapping and identification of impacts to private <br /> property and the preparation of drawings and legal descriptions for right-of-way <br /> acquisitions. (10 points) <br /> 5. Describe the team's relevant, recent experience in the design of public access and <br /> landscape design features, including retaining walls and noise abatement features <br /> that are attractive, functional, and low-cost to build and maintain. (10 points) <br /> 6. Describe the team's relevant, recent experience in using WSDOT's Standard <br /> Specifications on federally funded urban arterial projects, and incorporating local <br /> agency's specifications/special provisions where requested.
