3 <br /> • Environmental Review and Permits: <br /> ➢ Preparation, if required, of the Biological Assessment, Biological <br /> Evaluation, and any other necessary NEPA and SEPA environmental <br /> documentation. <br /> ➢ Environmental planning and preparation, submittal, and monitoring of all <br /> required environmental permit applications,including, as needed, the ECS, <br /> JARPA, shoreline permits and DOE Coastal Zone &Water Quality <br /> Certification. <br /> • Surveying and Right-of-Way: <br /> ➢ Control surveying, aerial photography,topographic surveying, cross <br /> sections, and right-of-way surveying. <br /> ➢ Preparation of Right-of-Way drawings, individual parcel drawings (if <br /> needed), legal descriptions. <br /> • Design and PS&E: <br /> ➢ Design and PS&E for roadway widening, including additional traffic lanes; <br /> curbs, gutters and sidewalks; bicycle/pedestrian facilities; landscaping; <br /> intersection radii improvements and channelization; traffic signal <br /> modifications and the design of new signals and illumination; structural <br /> designs for retaining walls; and subsurface utility engineering, including <br /> underground utility identification,mapping and upgrade designs, and utility <br /> coordination with City utility departments and other utility companies. <br /> Work is to include preparation of bid ready documents. <br /> Construction Engineering: <br /> At the completion of the Design Engineering phase, the City, at its discretion, may <br /> elect to either terminate the Consultant Agreement or amend it to include <br /> Construction Engineering services. <br /> CONDITIONS OF THE AGREEMENT <br /> The City has not prepared a detailed scope for the design phase work to be performed <br /> under this contract. The consultant will initially enter an agreement with the City to <br /> complete the scope development and preliminary engineering phase of the project. The <br /> City anticipates the scope development and preliminary engineering phase work to be <br /> completed within two to three months. Once preliminary engineering phase is complete <br /> and a preferred project alternative has been selected and approved by the City, the <br /> consultant agreement may be supplemented and the consultant may be hired to complete <br /> the design phase. If this project proceeds to construction, the agreement may be <br /> supplemented again and the consultant may be hired to complete the construction phase <br /> engineering. <br /> The form of contract used for this project will be the WSDOT Local Agency Standard <br /> Consultant Agreement. The successful consultant will be required to execute this <br /> agreement and comply with its requirements. Prospective consultants should familiarize <br /> themselves with this agreement, located on the WSDOT Forms website,prior to <br /> submitting a Statement of Qualifications.
