3 • Environmental Review and Permits: ➢ Preparation, if required, of the Biological Assessment, Biological Evaluation, and any other necessary NEPA and SEPA environmental documentation. ➢ Environmental planning and preparation, submittal, and monitoring of all required environmental permit applications,including, as needed, the ECS, JARPA, shoreline permits and DOE Coastal Zone &Water Quality Certification. • Surveying and Right-of-Way: ➢ Control surveying, aerial photography,topographic surveying, cross sections, and right-of-way surveying. ➢ Preparation of Right-of-Way drawings, individual parcel drawings (if needed), legal descriptions. • Design and PS&E: ➢ Design and PS&E for roadway widening, including additional traffic lanes; curbs, gutters and sidewalks; bicycle/pedestrian facilities; landscaping; intersection radii improvements and channelization; traffic signal modifications and the design of new signals and illumination; structural designs for retaining walls; and subsurface utility engineering, including underground utility identification,mapping and upgrade designs, and utility coordination with City utility departments and other utility companies. Work is to include preparation of bid ready documents. Construction Engineering: At the completion of the Design Engineering phase, the City, at its discretion, may elect to either terminate the Consultant Agreement or amend it to include Construction Engineering services. CONDITIONS OF THE AGREEMENT The City has not prepared a detailed scope for the design phase work to be performed under this contract. The consultant will initially enter an agreement with the City to complete the scope development and preliminary engineering phase of the project. The City anticipates the scope development and preliminary engineering phase work to be completed within two to three months. Once preliminary engineering phase is complete and a preferred project alternative has been selected and approved by the City, the consultant agreement may be supplemented and the consultant may be hired to complete the design phase. If this project proceeds to construction, the agreement may be supplemented again and the consultant may be hired to complete the construction phase engineering. The form of contract used for this project will be the WSDOT Local Agency Standard Consultant Agreement. The successful consultant will be required to execute this agreement and comply with its requirements. Prospective consultants should familiarize themselves with this agreement, located on the WSDOT Forms website,prior to submitting a Statement of Qualifications.
