3 Engineering&Pub/ie services REQUEST FOR QUALIFICATIONS 41st Street/Broadway Local Arterial Improvements Notice is hereby given that"Statements of Qualifications"will be received by the City of Everett until 4:00 PM, Friday,April 21, 2006 for"Preliminary Engineering", "Design Engineering", and "Construction Engineering" services for local arterial improvements adjacent to the new Single Point Urban Interchange being constructed at I-5 and 40 Street. PROJECT DESCRIPTION The work to be performed by the consultant consists of preparing preliminary engineering, environmental review, design, PS&E,right-of-way, and possibly construction engineering services. The proposed improvements includes widening of 40 Street and the Broadway Connector to accommodate and optimize the effectiveness of the new I-5 /4l St street freeway interchange, and improvements to Broadway. The project is anticipated to include rechannelization, increasing capacity, improving intersection radii, increasing left-turn storage, traffic signal improvements,new traffic signals, illumination, retaining walls, landscaping, sidewalks and bicycle/pedestrian trail improvements. The major phases and features of the selected consultant's services are as follows: Scope Development: • Prepare a prioritized list of project options based on draft scope of work outline to be provided by the City, review of the I-5 /41St Street SPUI improvements currently being constructed, and review of City planning documents including our Six-year Transportation Improvement Plan and preliminary work done on a Broadway Corridor Improvements study from SR 526 to 37th Street. • Scope alternatives shall consider available funding and proposed project schedule to provide local arterial improvements associated with the I-5 /41St Street Interchange and to follow its construction in a coordinated and expeditious manner. • It is the desire of the City of Everett that, if possible, the project shall be scheduled for bid advertisement by the end of February 2007 for the summer 2007 construction season. Scope alternatives shall include project options that include what could be constructed in summer 2007 versus what could be constructed in summer 2008. Preliminary Engineering: • Preparation of Preliminary Engineering Report, which identifies design alternatives, including a recommended alternative. Design alternatives shall include what can be constructed in summer 2007 versus what can be constructed in summer 2008. Design Engineering: 5
