8. Evidence was provided by an acoustical engineer that the noise assessment prepared by Food <br /> Services of America does not sufficiently document the potential impact; and <br /> 9. FSA proposes to fly the helicopter on a route generally above I-5, above SR-526, and north over <br /> industrial property to their proposed helipad on this site; and <br /> 10. It cannot be assured that the helicopter flights will always be able to avoid flying over <br /> residential areas, and therefore, may create undesirable noise impacts that will be a nuisance to <br /> the affected neighborhood; and <br /> 11. The proposed helipad would be within 1,900 feet of residential properties in Veralene Estates <br /> which has approximately 158 homes, and the predominant helicopter flight path would be even <br /> closer to residential uses. Since helicopter flights will likely not always avoid flying over <br /> residential neighborhoods, the proximity to the residential uses would create an undesirable <br /> noise impact; and <br /> 12. Snohomish County Airport, Paine Field, is located approximately four(4) driving miles from <br /> the FSA building. Helicopters may land at Paine Field Airport; and <br /> 13. FSA's proposed helipad is a private facility that would benefit a single private corporation. <br /> Southwest Everett is in close proximity to Paine Field,providing access to air transportation <br /> services for businesses requiring that form of transportation. The neighborhood, district and <br /> City need is met by Paine Field Airport; and <br /> 14. At the Council public hearings testimony was provided concerning the following: <br /> A. FSA discussed noise concerns and background noise tests conducted at the proposed site. <br /> Neighbors testified that the helipad and operation would generate undesirable noise that <br /> would be louder than being represented by the Applicant and in any event, would disturb the <br /> quiet,peaceful environment and lifestyle now enjoyed by them and would impose a <br /> nuisance on the neighborhood; <br /> B. Neighbors testified as to their concerns about the safety of the helicopter and helipad <br /> facility, including the undesirable impact it may have on the CSR ballfields under <br /> construction in the direct vicinity of the FSA facility and its potential danger and nuisance to <br /> the community; <br /> C. FSA represented that the helicopter service was necessary to efficiently operate the Everett <br /> facility since FSA uses a single management staff to operate its Puget Sound facilities. The <br /> helicopter serves to carry staff from one FSA facility to another. If required to use Paine <br /> Field, FSA feels it would significantly reduce the helicopter's utility and the viability of the <br /> single-management team strategy; and <br /> D. Neighbors as well as Council asked questions concerning FSA's helipad operation need in <br /> light of FSA's proximity to Paine Field; and <br /> E. FSA's testimony did not establish that the purpose of the helipad could not be met by Paine <br /> Field Airport, and therefore did not establish a need in the neighborhood, district or City for <br /> a private facility; and <br /> F. FSA testified that it is currently using Paine Field Airport and the freeways to transport their <br /> management personnel and others to and from their Everett facility; and <br /> 2 <br />
