15. Everett's Comprehensive Plan and Southwest Everett Study support accessory activities to <br /> permitted uses in the M-1 Zone such as the FSA warehouse; and <br /> 16. Helipads are not listed as an accessory activity analyzed in the SW Everett Subarea Plan; and <br /> 17. Because of the incompatibility of helicopter flight and residential uses, Everett's Zoning Code <br /> Use Standards Table (E.M.C. 19.5, Page 5-17, and Note:(32)) does not permit helipads in <br /> residential zones except at existing hospitals; and <br /> 18. There are no hospitals in the surrounding residential neighborhoods, therefore helipads are <br /> prohibited in the surrounding residential neighborhoods; and <br /> 19. The Zoning Code (E.M.C. 19.41.150) classifies helipads as a Special Property Use (SPU). Such <br /> special property uses as defined in the Zoning Code (E.M.C. 19.04.020) are permitted only if <br /> approved by the City consistent with the provisions of the special property use criteria of the <br /> Zoning Code (EMC 19.41.150.A.). Section 19.41.150.A of the of the Zoning Code provides: <br /> "A special property use is a use by its unique nature or scale has qualities or impacts <br /> which cannot be classified into a particular zone and must be given careful <br /> consideration before the city allows the establishment of such a use. " <br /> Special property uses are to be evaluated using the evaluation criteria listed in E.M.C. <br /> 19.41.150.0 (General Evaluation Criteria) and D (Evaluation Criteria for Specific Uses). These <br /> criteria are to be used as a basis for approving, disapproving, or approving with modifications a <br /> proposed Special Property Use (EMC 19.41.150.D); and <br /> 20. General Evaluation criteria 1 (E.M.C. 19.41.150C(1)) requires that the special property use meet <br /> a need of the neighborhood, district or City; and <br /> 21. Specific use evaluation criteria require, in part,that helipads ". . .shall be located so as to avoid <br /> safety hazards and minimize noise impacts,particularly on residential land uses. (E.M.C. <br /> 19.41.150D.1.d.(4)); and <br /> 22. To "minimize"the impacts of the helipad on surrounding residential land uses means to achieve <br /> the lowest or least impact possible on the residential neighborhoods;" and <br /> 23. Locating the helicopter landing activity at Paine Field Airport would generate the lowest <br /> possible noise impact on the surrounding residential neighborhoods; and <br /> 3 <br />
