3) Policy 1.1.6 Promote beautification of all residential <br /> neighborhoods and the maintenance of private properties . . . to <br /> reinforce neighborhood character. <br /> Response: The subject neighborhood appears to be well <br /> maintained and it displays traits commonly associated with <br /> neighborhood pride. Yards and homes are well maintained; there <br /> are no signs of litter or gang tagging. The proposal would appear <br /> to do nothing to ensure the promotion or continuation of the current <br /> positive situation. <br /> h). Relevant Policies from the Housing Element. The Housing element <br /> contains the following Policy regarding multiple family housing, increased <br /> residential densities, and beautification. <br /> 1) Policy 1.7.1 . . . encourage multiple family housing . . . along <br /> mixed use arterial corridors. <br /> Response: The proposal does not meet the intent of this criteria. <br /> This site is located at the top of a relatively steep hill. The hill and <br /> general physical condition of seniors will make this policy difficult to <br /> achieve. The site location has been examined by Ralph Mackey <br /> with the Everett Senior Center. Mr. Mackey's observation is that <br /> only the most robust of seniors will be willing or able to make the <br /> journey from shopping or the bus stop, particularly if carrying <br /> packages. <br /> 9. The Zoning Code requires that the following findings be made in order to <br /> approve a rezone: <br /> a) The proposal is consistent with the applicable provisions of the <br /> Everett General (Comprehensive) Plan. <br /> b) The proposal bears a substantial relation to the public health, safety <br /> and welfare. <br /> c) The proposal promotes the best long term interests of the Everett <br /> Community. <br /> 7 <br />
