WHEREAS, the Everett City Council concludes: <br /> 1. The proposed land use map amendment; <br /> a) is not supported by nor is it consistent with the existing policies of <br /> the various elements of the Comprehensive Plan, and <br /> b) circumstances favoring the proposed action have not taken place in <br /> a way necessary to affect use of the subject site, and <br /> c) the assumptions on which the current land use designation are not <br /> erroneous, indeed they have been shown to be working well, and <br /> d) the proposed land use action would disrupt the single family <br /> neighborhood where it is proposed, and <br /> e) the proposed change in land use designation should not be applied <br /> to other properties in the vicinity, and <br /> f) impacts from the proposed action would have negative effect On <br /> nearby properties and on the neighborhood in general and <br /> suggested design features of possible buildings that could be built <br /> on the site would not be sufficient to mitigate their impacts, and <br /> g) if this proposal were approved, there would be increased pressure <br /> on other properties in the vicinity to under go a similar change; <br /> 2. The City has received correspondence from property owners in opposition <br /> to the proposal for the stated reason that it would be incompatible with the <br /> existing single family nature of the area; <br /> 3. The applicant has not demonstrated that the proposed rezone bears a <br /> substantial relation to the pubic health, safety and welfare. To the <br /> contrary, there is substantial evidence that the proposed comprehensive <br /> plan change and rezone would conflict with existing City policies aimed at <br /> protecting existing single family neighborhoods; <br /> 8 <br />
