WHEREAS, the district and superior courts are essential governmental functions of a county <br /> seat; and <br /> WHEREAS, there are significant economies in jail transportation and population management <br /> costs when jail inmates required to appear for court proceeding are housed in close proximity to <br /> the courts; and <br /> WHEREAS, those jail inmates detained for the purpose of assuring their presence in court <br /> proceedings are in pre-adjudication status; and <br /> WHEREAS, the location of the County's law and justice agencies in the City of Everett for <br /> prosecution and court purposes is of benefit to the City of Everett's police department; and <br /> WHEREAS, the Snohomish County Executive's recommendations include new jail facilities for <br /> pre-adjudication purposes in one square block located between Lombard/Oakes and Pacific/Wall <br /> and a new County office building on County property to the west thereof; and <br /> WHEREAS, the Everett City Council opposes post-conviction facilities in any Everett location <br /> except possibly Smith Island; and <br /> WHEREAS, the City Council understands that the current County jail in downtown Everett will <br /> be transitioned to a pre-adjudication facility and that ultimately all post-conviction will occur in <br /> facilities outside of any Everett location except possibly Smith Island; and <br /> WHEREAS,the County Executive's recommendations to the County Council include a proposal <br /> to develop post-conviction incarceration facilities outside of downtown Everett; and <br /> WHEREAS, the City of Everett concurs with the Snohomish County Executive's <br /> recommendation that the County pursue off-campus solutions and options for post-conviction <br /> inmates to the extent that it is outside of any Everett location except possibly Smith Island; and <br /> WHEREAS, the City of Everett is willing to accept additional pre-adjudication jail facilities in <br /> downtown Everett provided the County agrees to retain and expand its general governmental <br /> office facilities in downtown Everett and, provided further, the County develops a plan for <br /> addressing its post-conviction needs; <br /> NOW, THEREFORE, BE IT RESOLVED THAT THE EVERETT CITY COUNCIL <br /> hereby expresses its support for the Snohomish County Executive's recommendations to the <br /> Snohomish County Council as outlined in this Resolution; <br /> 2 <br />
