AND BE IT FURTHER RESOLVED THAT THE EVERETT CITY COUNCIL hereby <br /> expresses its support for the understanding that Mayor Hansen and Snohomish County Executive <br /> Bob Drewel and their respective staffs have reached regarding master planning the Snohomish <br /> County civic complex in downtown Everett which would accommodate retaining and expanding <br /> certain of Snohomish County's governmental functions and operations, which understanding, in <br /> principle, is set forth as follows: <br /> Snohomish County will submit an application to the City of Everett's Community Development <br /> and Planning Department for a master plan of County facilities in downtown Everett. <br /> Incorporated into the master plan will be Snohomish County's proposed additions to its <br /> downtown properties including its civic complex located on existing County land between <br /> Lombard/Wetmore and Pacific/Wall, and the corner north of Wall and west of Oakes. Such <br /> additions will include: <br /> A. A general office building sized to meet the County's needs while maintaining all <br /> of the County's present downtown activities and its existing and future workforce in <br /> downtown Everett. (Estimated by the County to be office space up to 230,000 square feet <br /> in downtown Everett.) <br /> B. Expansion of the jail facilities to meet the long-term pre-adjudication needs for <br /> County inmates with a maximum of 640 pre-adjudication beds in the Oakes/Lombard and <br /> Pacific/Wall block in addition to the County's current jail facility. <br /> The master plan will recognize that Snohomish County's planning and design work on the <br /> County's general office building will commence in a timely manner with construction to begin <br /> simultaneously or earlier than the construction for the new pre-adjudication jail facilities. <br /> Further as part of the understanding, the City Council supports the Mayor's recommendation that <br /> the City's 0.85 cents sales tax on construction of a new general governmental County building in <br /> downtown Everett will be applied to permitting and other project costs. <br /> AND BE IT FURTHER RESOLVED THAT THE EVERETT CITY COUNCIL hereby <br /> expresses its support for the following process to implement the understanding reached between <br /> the City and County's planning staffs, and hereby directs the Everett Planning Commission to <br /> take the following action in response to a master plan proposal by Snohomish County: <br /> The master plan will be implemented through the City's planned development overlay process. <br /> The planned development overlay process will include, but not necessarily be limited to, <br /> adjustments in current height restrictions on County-owned property in downtown Everett <br /> located between Lombard/Wetmore and Pacific/Wall, and the corner north of Wall and west of <br /> Oakes and a Snohomish County parking plan which is acceptable to the City. The design of the <br /> pre-adjudication facilities will be sensitive to the surrounding land uses and designed to <br /> complement Everett's Gateway Corridor—Pacific Avenue. <br /> 3 <br />
