7 <br /> 2005 STOP Violence Against Women Formula Grant <br /> Intergovernmental Agreement <br /> Page 3 <br /> Electronic Fund Transfer. The CONTRACTOR shall provide the necessary information to ensure <br /> payment is made through an Electronic Fund Transfer. <br /> The Invoice Voucher shall be submitted to: Chris Fenno, Program Coordinator, CTED, Office <br /> of Crimes Victims Advocacy, Post Office Box 48304, Olympia, Washington 98504-8304. <br /> 6.0 FUNDING SOURCE <br /> The CONTRACTOR agrees that any publications(written,visual or sound)but excluding press <br /> releases, newsletters, and issue analyses, issued by the CONTRACTOR describing programs or <br /> projects funded in whole or in part with federal funds under this contract, shall contain the <br /> following statements: <br /> "This project was supported by Grant No_ 2005-WF-AX-0024 awarded by the Office on <br /> Violence Against Women, U.S. Department of Justice. Points of view in this document <br /> are those of the author and do not necessarily represent the official position or policies of <br /> the U.S. Department of Justice_ Grant funds are administered by the Office of Crime <br /> Victims Advocacy, Washington State Department of Community, Trade and Economic <br /> Development." <br /> 7.0 SERVICES TO LIMITED-ENGLISH-PROFICIENT(LEP) PERSONS <br /> To ensure compliance with Title VI and the Safe Streets Act, recipients are required to take <br /> reasonable steps to ensure that LEP persons have meaningful access to their programs. <br /> Meaningful access may entail providing language assistance services, including interpretation and <br /> translation services,where necessary_ Recipients are encouraged to consider the need for language <br /> services for LEP persons served or encountered both in developing their programs and budgets <br /> and in conducting their programs and activities. Reasonable costs associated with providing <br /> meaningful access for LEP individuals are considered allowable program costs. <br /> 8.0 EQUAL TREATMENT FOR FAITH BASED ORGANIZATIONS <br /> The CONTRACTOR agrees to comply with the applicable requirements of 28 C.F.R., <br /> Part 38, the Department of Justice regulation governing"Equal Treatment for Faith Based <br /> Organizations' (the"Equal Treatment Regulation"). The Equal Treatment Regulation provides <br /> in part that Department of Justice grant awards may not be used to fund any inherently religious <br /> activities, such as worship, religious instruction, or proselytization. Recipients of grants may still <br /> engage in inherently religious activities, but such activities must be separate in time or place from <br /> the Department of Justice funded program, and participation in such activities by individuals <br /> receiving services from the CONTRACTOR must be voluntary. The Equal Treatment Regulation <br /> also makes clear that organizations participating in programs funded by the Department of Justice <br /> are not permitted to discriminate in the provision of services on the basis of a beneficiary's <br /> religion. <br /> 9.0 HOLD HARMLESS <br /> Each party shall protect and hold harmless the other party from and against all claims, suits or <br /> actions arising from any negligent act or omission of that party's employees, agents and/or <br /> authorized subcontractor(s)while performing under the terms of this Agreement. 2 4 <br />
