At the meeting the alternate shall have the same rights as the appointing member, except that if the Chair is absent the Vice Chair shall preside over the meeting. Article 3. Regular Meetings. The Board shall have regular meetings on a monthly basis to consider matters relating to operation of the SRDTF, as authorized by the Interlocal Agreement. Regular meetings will be held on the fourth Wednesday of each month at 2:00 p.m. at the City of Everett Police Department, 3002 Wetmore Avenue, Everett, Washington, except that a regular meeting may be cancelled by the Chair. Article 4. Special Meetings. Special meetings of the Executive Board may be called by the Chair or any two Board members by delivering personally or by mail or e- mail written notice to each member of the Board. Such notice must be delivered at least twenty-four (24) hours prior to the special meeting and shall specify the time, place, and business to be transacted at the meeting. Final disposition may not be taken at the meeting on any other matter. Written notice may be dispensed with as to any member who prior to the meeting delivers written waiver of notice to the Task Force Commander or who is present when the meeting convenes. Such waivers may be delivered by e-mail. Article 5. Executive Session. The Board may enter executive session to address matters allowed by law. Article 6. Quorum. A majority of the Executive Board shall constitute a quorum for the transaction of business at all meetings of the Board. Alternates appointed under Article 2 shall be counted for the purpose of determining a quorum. Article 7. Agenda. The Task Force Commander shall develop an agenda for each Executive Board meeting.
