At the meeting the alternate <br /> shall have the same rights as the appointing member, except that if the Chair is absent the <br /> Vice Chair shall preside over the meeting. <br /> Article 3. Regular Meetings. The Board shall have regular meetings on a <br /> monthly basis to consider matters relating to operation of the SRDTF, as authorized by <br /> the Interlocal Agreement. Regular meetings will be held on the fourth Wednesday of <br /> each month at 2:00 p.m. at the City of Everett Police Department, 3002 Wetmore <br /> Avenue, Everett, Washington, except that a regular meeting may be cancelled by the <br /> Chair. <br /> Article 4. Special Meetings. Special meetings of the Executive Board may be <br /> called by the Chair or any two Board members by delivering personally or by mail or e- <br /> mail written notice to each member of the Board. Such notice must be delivered at least <br /> twenty-four (24) hours prior to the special meeting and shall specify the time, place, and <br /> business to be transacted at the meeting. Final disposition may not be taken at the <br /> meeting on any other matter. Written notice may be dispensed with as to any member <br /> who prior to the meeting delivers written waiver of notice to the Task Force Commander <br /> or who is present when the meeting convenes. Such waivers may be delivered by e-mail. <br /> Article 5. Executive Session. The Board may enter executive session to address <br /> matters allowed by law. <br /> Article 6. Quorum. A majority of the Executive Board shall constitute a <br /> quorum for the transaction of business at all meetings of the Board. Alternates appointed <br /> under Article 2 shall be counted for the purpose of determining a quorum. <br /> Article 7. Agenda. The Task Force Commander shall develop an agenda for <br /> each Executive Board meeting.
