7 <br /> EXHIBIT A-3 <br /> SCOPE OF WORK <br /> Engineers (BSE) staff is included in this task; meeting time for other subconsultants are included <br /> within their individual work scopes in other project tasks since it is anticipated that their <br /> involvement in the monthly meetings will not be significant. It is assumed that GeoEngineers, <br /> Inc. will not attend any project meetings. Northwest Corrosion Engineering (NWCE) will attend <br /> one meeting. ZZA will attend up to three (3) meetings and BSE will attend up to six (6) <br /> meetings. Meeting duration will be a maximum of four (4) hours each. Two staff members <br /> (project manager and project engineer) from both MWH, ZZA and BSE are expected to <br /> participate in the meetings. <br /> Task 3. Quality Assurance/Quality Control <br /> A. Prepare a Quality Assurance/Quality Control (QA/QC) Plan (brief memorandum) for the <br /> project that identifies procedures, compliance methods, lines of communications and <br /> responsibilities, and methods of checking and correcting the work, and record keeping <br /> requirements. The QA/QC Plan also identifies personnel and schedules to complete <br /> reviews of the work and deliverables. The Engineer will name the personnel for senior <br /> review; any proposed changes to review personnel must have prior approval by the City. <br /> B. Conduct an in-house Technical Advisory Committee meeting early in the predesign phase <br /> to obtain input from MWH's senior technical staff to provide guidance and input. <br /> C. Review of the Engineer's products for the project. This includes input and review at key <br /> points along the project, starting at the predesign engineering, and continuing through the <br /> final review of the completed design. <br /> D. All surveying mapping and drawing files must comply with City of Everett Standards <br /> (dated January 2004). <br /> E. Conduct final check of Contract Document work products including drawings, <br /> specifications and calculations. <br /> F. QA/QC Monitoring and Project Review. Monitor the QA/QC activities and identify any <br /> detected non-compliance with the QA/QC Plan. Conduct three internal project reviews <br /> with a MWH Senior Project Manager during the preliminary design phase to assess overall <br /> project status and identify any issues. <br /> II. Preliminary Design and Project Permitting <br /> Prepare the preliminary design and assist in development of the project permitting for the Phase <br /> 6 replacement of existing Water Transmission Line 2 and 3 for the 48-inch diameter pipe based <br /> on the HDD (Option 4) concept.
