7 EXHIBIT A-3 <br /> SCOPE OF WORK _ _ <br /> 5. All permit-related natural resource study and assessment report changes will be <br /> handled as addendums to the original report documents prepared and submitted for <br /> the previously permitted (2005) Phase 6 Project. It is assumed that permitting <br /> agencies will allow changes to the existing permit-related studies to be incorporated <br /> by preparing addendum(letter)documents. <br /> 6. There will not be significant public opposition to the project and no public meetings <br /> or presentations will be necessary. <br /> 7. The City proposes redesign of the wetland restoration for the existing temporary <br /> construction access road areas already covered under the existing Phase 5 permits <br /> located west of the Phase 6 project. Any changes to the existing Phase 5 restoration <br /> drawings and permitting requirements would be developed as additional work (See <br /> Section V—Additional Services) requiring approval by the City. <br /> 8. The impacts of the new piling (potentially considered by agencies as wetland fill <br /> under some conditions) can be mitigated by removal of approximately 3700 lineal <br /> feet of existing pipeline and associated shading of wetlands so that the agencies will <br /> not require additional mitigation in the form of wetland enhancement or creation. <br /> 9. It is assumed that the existing steel Pipelines No. 2 and 3 will be removed from the <br /> project area after pipeline replacement is complete. It is further assumed that the <br /> existing timber piles and above-grade wood truss system (used to support the existing <br /> pipelines) will be abandoned in-place and permitting agencies will not require <br /> demolition and removal of these structures. <br /> The following permit-related studies will be amended to support the project redesign and permit <br /> addendum submittal. <br /> A. Critical Areas Identification. This study will only be conducted if the preliminary design <br /> effort identifies the need for additional staging area located outside the limits of the May <br /> 2003 delineation survey. This work, if needed, would be considered additional services as <br /> described under Section V Additional Services. The work that maybe required for this <br /> effort is a wetland delineation survey within 200 feet of any project area located outside of <br /> the limits of the original delineation survey at the eastern pipe connection. The following <br /> work will be performed only after City authorization. For purposes developing this scope <br /> of work, it is assumed that an area two (2) acres in size will need to be surveyed. <br /> Background material to be reviewed for this task will include a site visit, and review of <br /> National Wetlands Inventory Maps (NWI), SCS County Soils Survey, Hydric Soils List, <br /> USGS Quadrangle maps, previous studies and local critical area maps. After the <br /> background review is completed, an on-site wetland delineation will be conducted as per <br /> the "Routine Onsite Determination Method" described in the "Washington State Wetlands <br /> Identification and Delineation Manual" (March 1997) and U.S. Army Corps of Engineers <br /> Wetland Delineation Manual (COE Technical Report Y-87-1). This delineation will <br /> encompass wetlands within 200 feet of the Phase 6 altered construction corridors including <br /> anticipated access, staging, and construction areas. The results of the wetland delineation <br /> will be coordinated with the survey crew for proper survey and mapping under Task 4.
