7 <br /> EXHIBIT A-3 <br /> SCOPE OF WORK <br /> final product will be a CADD map of the wetlands, buffers, and shorelines within the <br /> expanded project area. <br /> B. Critical Areas Study and Habitat Management Plan Report. Prepare an addendum to the <br /> Critical Areas Study (CAS) and Habitat Management Plan (HMP) Report that addresses <br /> the impacts and mitigation requirements of the proposed Phase 6 HDD project design. A <br /> draft CAS and HMP addendum letter will be prepared for full project team/City review <br /> before issuing the final CAS and HMP addendum letter for submittal to the Corps. Provide <br /> eight (8) copies of the draft addendum to the City. Make revisions and provide eight (8) <br /> copies of the final addendum to the City. <br /> C. Biological Evaluation (BE). Prepare an addendum (letter format) for the BE/ Essential <br /> Fish Habitat (EFH) Assessment that analyzes the effects of the proposed Phase 6 HDD <br /> project design. It is assumed that the analysis will address potential effects on Chinook <br /> Salmon, Bull Trout, and Bald Eagles, and include a review of impacts to EFH as <br /> designated by the Pacific Fisheries Management Council and requiring protection under the <br /> Magnuson-Stevens Fishery Conservation and Management Act (MSA). A draft BE <br /> addendum letter will be prepared for full project team/City review before issuing the final <br /> BE addendum letter for submittal to the Corps. Provide eight (8) copies of the draft <br /> addendum to the City. Make revisions and provide eight (8) copies of the final addendum <br /> to the City. <br /> Task 9. Permits <br /> The City will be responsible for the development of the permitting strategy, monitor permit <br /> status, organizing and attending pre-application meetings, preparation of all permit application <br /> addendums including necessary drawings and other backup materials (except for the JARPA <br /> drawings listed separately below), and permit agency coordination for the permits listed in Table <br /> 1. It is understood that the Engineer has no control over the duration of time necessary for <br /> regulatory agency review to acquire the necessary permits and does not warrant the time in <br /> which permits can be obtained. The Subconsultant will provide addendums to the reports listed <br /> in Task 8 to support the City efforts to amend the permit applications listed in Table 1. <br /> A. Preparation of permit application addendums, including necessary drawings and other <br /> backup materials, will be limited to preparation of JARPA drawings based on the 30% <br /> design level Preliminary Drawings described in Task 7. <br /> B. General Permit Assistance and Support. The Engineer's role for project permitting is <br /> limited to providing general assistance and support to the City as requested in addition to <br /> providing technical information regarding drilling procedures needed to meet permitting <br /> agency requirements relative to mitigation of wetland drilling challenges to address "Frac- <br /> out". Due to the difficulty in anticipating potential permit agency issues, review <br /> requirements and the City's permitting support needs, the scope of this subtask is limited to <br /> up to 8 engineer days of effort.
