7 EXHIBIT A-3 <br /> SCOPE OF WORK <br /> 1. On-Site Field Observation and Monitoring. Provide on-site field observation and <br /> monitoring to observe the quality and progress of the construction to help determine <br /> if the provisions of the construction contract documents are being fulfilled, to <br /> responsibly carry out the program of inspection to guard the City against defects and <br /> deficiencies in the work of the Contractor, and to advise the Contractor when defects <br /> and deficiencies are observed in the work. <br /> Engineer will direct its efforts toward determining that the completed project will <br /> conform to the plans and specifications, but Engineer shall not be responsible for the <br /> means, methods, techniques, or procedures of construction selected by the <br /> Contractor(s) or for the safety precautions and programs incident to the work of <br /> Contractor(s) or for any failure of Contractor(s) to comply with laws, ordinances, <br /> rules, or regulations applicable to the construction work. The parties recognize that <br /> the Contractor(s) is responsible for ensuring that construction is in accordance with <br /> the plans and specifications. <br /> Notwithstanding any inferences, references, or omissions to the contrary contained <br /> within this document, the City understands that Engineer would not direct any <br /> Contractors or subcontractors, at the job site, and it is hereby agreed that Engineer <br /> would assume no obligation for any acts, errors, or omissions of parties other than <br /> Engineer. <br /> 2. Project Daily Report. Complete a daily report that records decisions and observations <br /> of a general or specific nature in chronological order. <br /> 3. Coordinate Testing and Inspection. Coordinate, report, and log the results for field <br /> sampling, field testing, and laboratory testing of soils, aggregates and concrete to <br /> determine compliance of those materials with construction contract requirements. In <br /> those instances where unsatisfactory test results are obtained, follow through with <br /> notification to the Contractor, and retesting of the materials after corrections are <br /> made. <br /> 4. Progress Payment Verification. Review Contractor's monthly payment requests. <br /> Collect and tabulate all quantity delivery tickets. Verify Contractor's estimates of <br /> completion levels. Maintain record of all quantity calculations and substantive <br /> certifications and provide copies of such records to the City. <br /> 5. Photographs. Take pre-construction photographs/video tapes and progress <br /> photographs of construction activities on a weekly basis to document progress of the <br /> work and job site conditions encountered. <br /> 6. Final Review and Inspection.
