J <br />4. The sut�ect property is proposed for lot 2 of a short subdivision that waa <br />approved by the City of Everett in 1992 (Short Plat No. 5-92). Because of the <br />time frame between the short plat approval of 1992 and the current requested <br />action of the Applicant, a formal plat review process is required. (Staf( report) <br />5. The proposed subdivision will cxeate three additional lots on lot 2. The lots have <br />been identified on the plat map as lots 2A, 2B, and 2C. It is the intent of the <br />Applicant to develop lot 2A with 50 multiple-family units as pa►t of Phase 1 of the <br />proposed project. The remaining two lots are to be deve�oped at a later date <br />when money becomes available. (Staff report, Fancher testimony) <br />6. The proposed development, which will house senior citizens, will provide a safe <br />environment for the residents of this community and be beneficial to the ge�eral <br />welfare. Because of the open space on-aite and the close proximity to other <br />residentiai uses, as well es oommerciel uses, it is in the general welfare of the <br />public to approve the proposal. <br />7. The Planning Departrnent of the City of Everett reviewed the proposel and <br />determined it to be consistent with the zoning development standard for R�, <br />Multiple-Family Residential, designated properties. With the exception ot the <br />parking standards addressed in the varianoe requeat findinga, the site can be <br />developed without any variations from the standarda. (Staff report, Wood <br />testimony) <br />8. Evaluations of any potential impacts ta the e�vironment as a result of the <br />proposal have been conducted as part of the SEPA review. The City of Everett <br />was designated as the lead aflency for review of the environment. On October <br />22, 1996, the City iasued a 8nal Mitigated Determination of Non-Signficance <br />(MDNS), and no appeals of this threahold detertnination wsrs mads. (Exhibit 7) <br />9. The site is flat and hes an existing building on the lot line ot proposed lota 28 <br />and 2C. It is the intent of the Applicant to eventually move this buildin�. <br />However, the Applicant does not deaire to move the building until building <br />permits for lots 2B and 2C are seared. The City submitted that the building <br />could remain straddling the two lots until the final plat oF the siM was approved. <br />No building pertnits could be issued for lots 28 end 2C without the removal of <br />the building. (Staff report, Wood testimony) <br />10. There are no environmentally sensitive features on-sita. (Staff report) <br />11. M evaluation of all dreinege impacts and provisiona for mitigetion of theae <br />impects will be made. Drainage improvements will be required on the subje� <br />property's frontage and will be reviewed by the Everelt Public Works <br />Department. (Staff report) <br />3 <br />
