The grant of the variance is consistent with the goals and policies of the Everett <br />General Plan. It provides fair and equal housing opportunities for the elde�ly. <br />(Staff report) <br />23. The grant of the variance is not a seif�reated hardship.' Because of the need for <br />additional elderiy housing and limited space within the City, the need was <br />created by the market rether than the Appiicant. (Staff report, Wood testimony, <br />Fancher testimony) <br />JurisdkHon: The Hearing Examiner of fhe City of Ev�erett has jurisdictional authority to <br />hold a hearing and to issue the decision. Thaf authority is set f�Rh in EMC 2.23.13G. <br />Based on the above findings, the Hearing Examiner errters the /o/bwing conc/usions: <br />Senior Services of Snohomish County (Applicant) requested approval of a shoR <br />subdivision of three lots on lat 2 of Short Plat No. 5-92 Ixated at Rainier Avenue <br />and 12th Street, Everett, Washington (subject property). Phaae I of the proposal <br />will consiat of development of lot 2A aa depicted on the plat mep with 50 <br />multiple-family units. Phases II and III will be construded in the future with 100 <br />additional multiple-family units. The ApplicaM also seeks a veriance for <br />reduction in partcing irom the required two spaces per unit to one pa�lciny space <br />per unit. (Finding 1) <br />2. For a short subdivision to be grartted within the City of Everett, the critaria of <br />EMC 18.20.060 must be satisfied. With adherence to the conditions as set forth <br />herein and compliance with the development requirements far R�4, Multiple- <br />Family Residential zones, the proposal is consistent with those aiteria. <br />(Findings 17 - 20) <br />3. The proposal for the short subdivision is in the public use and ir�terest. It will <br />provide additional housing for the communiry and, in perticular, housiny for the <br />senior atizens of the community. (Finding 6) <br />4. The proposed short subdivision has been evaluated pursuant to the <br />requirements of the City of Everett for public safety, heafth, and general welfare. <br />The proposal is wnsistent with these standerds because it will provide <br />reasonable housing for the elderly that is convenie�, safe, and consistent with <br />development in the area.
