(� <br />5. The proposal is consistent with the designetion of Multiple Family, 20 - 29 <br />Dwelling Units Per Gross Acre, as set forth in the Everett General Plan. Further, <br />the proposal encourages a broad range of housing opportunities <br />(Comprehensive Plan Housing Element E). It also provides atfordable housing <br />for persons who require assistance (Comprehensiva Plan Housing Elemerrt D- <br />10). (Findings 3 & 6) <br />6. The proposal has been evaluated pursuent to the development standards for R- <br />4, Multiple-Family Residential development. It is consistern with these standards <br />and sati�es all minimum development requirements for the zone. (Finding 7) <br />7. An evaluation has been made of the impacts to the environment as a result of <br />the proposal and mitigation of those impects. Based on the Cit�s SEPA review <br />and its issuance of an MDNS, the site can be developed consistent with the <br />conditions of the MDNS. (Finding 8) � <br />8. M evaluation has been made of the drainage impacts and measures hava been <br />taken to insure that the proposal is consistent with the Citys Comprehensive <br />Drainage Ordinance and Section 18.24 of the Everett Subdivision Code. The variance roquest is for a reduction of <br />the pa�fcing s2andards for multiple-family �nits in an R-4 zone. The proposal of <br />the Applicant satisfies the requirements of EMC 19.41.130. Because of the unique uae o( the property as elderly houaing and becauae of the <br />lack of need for significant amounts of perking in this particular use, the variar�ce <br />will not be materially detrimental to the propeRiea in the area of the subject <br />property.
