Based upon a review of the above record, the following Findings of Fact and <br />Conclusions hereby constitute the basis of the decision of the Everett Hearing <br />Examiner. <br />FINDINGS OF FACT <br />The Applicant is the owner of the property at 4309 Olympic Boulevard, Everett, <br />Washington. He submitted an application to allow a two-story 21 feet by 24 feet, <br />detached garage to be developed on the subject property. The proposed garage <br />would be 22 feet high. EMC 19.7.020.H restricts the height of a detached garage <br />in an R-1, Single -Family Detached Low Density zone to 15 feet, unless an <br />exception is allowed pursuant to EMC 19.7.020.K. (exhibit 1, staff report; <br />Ingalsbe testimony) <br />2. As noted, the subject property is zoned R-1, Single -Family Detached Low <br />Density. The Comprehensive Plan designates the subject property as 1.2, <br />Single -Family Detached, 5-10 dwelling units per gross acre. (exhibit 1, staff <br />report) <br />3. The detached garage would be developed off Olympic Boulevard and would be <br />in front of an existing single-family residence. It would be near the west lot line. <br />The second floor of the proposed garage would be accessed by exterior stairs on <br />the west side of the garage, but there would be no direct access frcm the garage <br />to the residence. The roof pitch of the detached ga age would be similar to the existing residence. <br />The siding and roofing materials would be compatible with the existing residence. <br />There are no other accessory buildings on -site. (exhibit 1, staff report; exhibit 4, <br />narrative statement) <br />5. The subject property is a 25,200 square foot parcel with significant amounts of <br />forested area. There is a stream near the northeast comer of the site. With the <br />detached garage, there would be no impact to views from the property. No <br />commenis were received from adjoining property owners on impacts of views. <br />(exhibit 1, staff report) <br />6. There have been no other height exceptions for structures on -site.
