The variance vill not be �at::rially detrimental to ehe property in <br /> the area of the subject property or to Uu City ae a whole. <br /> C. Durins thi� period. variow etructuree have ezisted on-�ite. <br /> Although the ezi�ting structures on-site vere constructed in the 1960's <br /> and earlr 1970's, the setbacks for ehi� cooe are not tha �eve ee the7 <br /> wan at the ti�e of coo�truction. Thu�, becau�e of ehe location of the <br /> ezisting non-confoLuing etructures on-site, there ia lfaited roos <br /> available ad�acent to Pacific Avenue for the parkl.ug etructure. Thia <br /> aecessitates ehe gra¢t of the variance in order for the parking <br /> atructuree to be locnted adjscent to Pacific Avenue. <br /> 41. The purpoee of ehe parking etructure will not only be to provide <br /> additional parking but to allor the emergency access to be redesigned <br /> aod to provide out-patient acceea. Such atructure requires at les�t a <br /> 20 foot iele width and a 50 foot miaimum radius for turnaround <br /> purposee. If the parking etructure �rere to be developed according to <br /> the zoning standards, there would be insufficient area bet�reen the <br /> ezisting etructures and the aetback line for the turnarounds required. <br /> Ae a result, a setback is neceeaary in arQer to provide the necessarq <br /> width and radiue for the eaergency vehicles. <br />
