The substation is an above ground utility facility which <br /> is pertnitted in the C-2 Zone as a Special Property Use. <br /> Everett is in the process of developing a subarea plan for the area around Everett Station. <br /> This plan may result in the long-term convetsion oEsome industrial and commercial uses <br /> in the area to less intensive activities and potentially more sensi!ive to the impacts of the <br /> substation. Screening of the substation consistent with Finding and Conclusion No. 7 of <br /> this report will make the use more compatible with future surrounding uses in the sub- <br /> azea plan <br /> Conclusion: The use is consistent with the General Plan. <br /> 10. Compliaoce with t6e provisioos of this Ordinaoce and other City,State aod Federal <br /> regulations. <br /> Findiog: This proposed facility will comply with the Washington Administrative Code <br /> (WAC 296-45-045) which requires electrical utilities to design and construct facilities in <br /> accordance with the National Electric Safety Code(NESC). The minimum fence height <br /> required by the NESC is seven feet. All fences will meet or exceed ti►is code <br /> requirement. <br /> All necessary building and associated permits must be obtained tor the proposal prior to <br /> COIISIrIlC�1011. <br /> Conclusion: The proposal will comply with the provisions of the City's Zoning Code <br /> and the applicant must obtain any required State and/or Fedetal permits. <br /> 11. Accessibility to public trAnsit, and traffic reducHon measures proposed by the <br /> applicant to reduce dependence of t6e proposed use on the automobile. <br /> Finding: Snohomish County PUD vehicles must serve the site making public transit <br /> access unnecessary. No employees are expected to work routinely at this site. Occasional <br /> maintenancc activity and the pick-up or delivery or items in the storage yard will gencrate <br /> vcry few trips. <br /> � <br /> G <br />
