A <br /> — complete listing of all the specific evaluation criteria is attached to this decision for reference. <br /> 1. All utility and communication (acilities shall be designed, landscaped or otherwise <br /> screened to ensure compatibility with sorroundiug properties. <br /> Finding: Except for the entrance on Paine Street, the site is set back from the public right- <br /> of•way. View of the facility from the righ�-of-way and adjoining businesses is blocked by <br /> its location at the back of several of the surrounding businesses. (Also see Finding No. 7 <br /> above). <br /> Conclusioo: The site and building w,ll be adequately buffered from the public rights-of- <br /> way and neighboring properties. (A;so see Condusion No. 7 above). <br /> 2. All utility and commuoicatio:� facilities shail be installed uodergrouod or wit6io <br /> structures to the greatest ex;eent practical in order to mazimize safety and minimize <br /> visuai and noise impacts upoc surrounding properties. <br /> Finding: The function and scale of this substation do not allow the faciliry to be <br /> constructed underground. Fencing around the site and its separation from uses sensitive to <br /> noise and visual impacts will minimize those impacts on surtounding properties. <br /> Conclusion: 1t is not possible to construct this facility undergraund. <br /> DECISION: The proposal is approved as submitted subject to compliance with all city, state and <br /> federal regulations. The following conditions shall apply: <br /> 1. A Public Works Permit is required for this project. Detailed drawings in accordancc with <br /> City Design and Construction Standazds shall be submitted to the Vublic VJorks Uepartment, <br /> showing landscaping, utilities, storm drainage, temporary construction erosion control,and <br /> all required improvements in the public right-of-way. Public Works Department approval of <br /> thcse �rawings is required prior to any permits being issued. <br /> 2. Any gradin��fill on this site shall oe done so as to not impact the surrounding properties. <br /> 3. Lack of comment on the plans submitted with the application does not constitute approval of <br /> thesc plans. . <br /> 4. City strcets and alleys are to be kept clear of dirt and dcbris at all times during construction. � <br /> Dust suppression and strcet cleaning must occur as directed by the Public Works Inspector. <br /> 5. On-site walemiain must be protected from damage at all times during construction. <br /> ' <br /> � <br />
