i pE
' Mr. Mike Warren ,
QUADRANT
June 16, 1997
' Page - 2 - '
 SNe Access An.+lysls
Access to the project is proposed via two driveways onto Merrill Creek
Parkway. Merrill Greek Parkway is a three-lane street with one westbound and one
eastbound travel lanes and a two-way leii turn lane. The two-way left turn lane
facilitates left turn ingress/egress movemerts at the driveways.
During our field review there were no apparent site access sight distance
problems. Per our discussion with City staff, the City is interested in the location ot
site driveway to reduce the potential for le(t turn conflicts. The east and west
driveways on the site plan are around 360 tt. (centerline to centerline) part. The
existing Cintdriveway is around 100 tt. (centerline to centerline) southwest of the
project sites west driveway. The Wood pe shipping and receiving driveway is
located on the south side of Merri'I C ek Parkway, around 230 ft. (centerline to
centerline), east of the project site east driveway. The WSDOT minimum driveway
spacing is 125 feat. The City of Everelt has indicated that highsr volume driveways
should be spaced at 200 ft.,if practical.
The proposed Lot 2F project comprises 196,250 sq. ft. of space. A 196,250 sq.
ft. project will generate over 50 trips at each site driveway during the peak hours.
Therefore, providing 200 it. driveway separation is desirable. However, due to the low
volume of traffic at the Cintas driveway, the WSDOT minimum of 125 ft. is adequate.
Based on our review and the fact that a shared access option exists with the
existing Cintas driveway, we believe that utilizing this driveway would be appropriate.
However, if a private driveway is required on the west side of the proposed project site
' a minimum spacing of 125 ft. is recommended.
Level of service (LOS) is a qualitative measure describing operational
conditions within a traffic tlow, and the perception of these conditions by drivers or
passengers. These conditions include tactors such as speed, delay, travel time,
freedom to maneuver, traffic interruptions, comtort, convenience, and safety. Levels of
service are given letter designations, from A to F, wilh LQS A representing the best
operating conditions (free flow, little delay) and LOS F the worst (congestion, long
delays). Generally, LOS A and B are high, LOS C and D are moderate, and LOS E
and F are low.
y, The calculated level of service (LOS) at the east site access/Merrill Creek
* Parkway intersection is A with an average delay of 1.3 seconds per vehicle.
