5. Where utiliry connections are required through adjacent properties or connecting into residential <br /> areas, easements must be located in such a manner as to minimize the visual impact on the <br /> adjoining properties to the greatest extent fcasible and must be revegetated in accordance w�ith a <br /> landscaping plan approved by the Planning Department. Landscaping must be consistent with <br /> Engineering and Public Services requirements for protection and maintenance of the utility <br /> easement and facilities and should consist of nativc shrubs and groundcover. (SEPA Land and <br /> Shoreline Use, Plant and Animal, and Public Services and Utilities Policies) <br /> 8.7 SEWER <br /> 8.7.1 Threshold <br /> Capacity of the system is 1,700 gallons per gross acre per day, and 4,000 gallons per gross acre per day <br /> of instantaneous peak flow. <br /> Some sites may have capacity in excess of the qveshold available to serve potential users. If a proposal <br /> would excecd 1,700 gallons per gross acre per day and/or 4,000 gallons per gross acre per day of <br /> instantancous peak tlow, additional analysis will be required. The additional a�ialysis may be as simple <br /> as calculations completed by the Public Works Department prior to a pre-application mee;ing on a <br /> specific development proposal. The additional analysis must determine how the proposal's sewer <br /> demand will a(fect the sewer system. Projects with no additional major improvements necded and no <br /> ' adverse cumulative impacts on the sewer system are covered by this analysis. Additional SEPA <br /> analysis will be required for projects that may require major improvements not identified in the EIS or <br /> that may have adve�se cumulative impacts on the sewer system. <br /> REQUIREMENTS OF THE SEAWAY CENTGR MASTER PLAN <br /> l. A detailed landscaping and natural vegetatiou plan in conformance with the Seaway Center Master <br /> Landscaping Plan shall be approved by the Planning Department prior to issuance of Building <br /> Permits. Landscaping for Lot 2C must comply with the following requirements unless a landscape <br /> modification is approved by thc City, in accordancc with Subscction 35.070 of the Zoning Code. <br /> (SEPA Land and Shoreline Usc, Light and Glare•, and Acsthetics Policies and SEPA MDNS No. <br /> 15-87) <br /> �'.
