4. The proposal uses construction techniques %vhich minimize disruption of existing <br />topographv and natural vegetation; and <br />5. The proposal is consistent with the purposes and provisions of this Ordinance; <br />and <br />6. The proposal mitigates all impacts identified in the geotechnical report; and <br />7. All utilities and access roads or driveways to and within the site be located so as <br />to require the minimum amount of modification to slopes, vegetation or <br />geologically hazardous areas. <br />The Planning Director's conclusions are as follows: <br />The proposed development will not create a hazard to the subject property, <br />surrounding properties or rights -of -way, erosion or sedimentation to off -site <br />properties or bodies of water. The geological hazards associated with the site <br />are predominately associated with the uncontrolled fill which has been placed on <br />site. Through development of the site significant amounts of uncontrolled fill will <br />be removed, thereby mitigating many of the potential hazards associated with the <br />site. Best Management Practices as well as erosion control measures should be <br />applied during the construction phase and inspected by GES Inc. prior to any site <br />work preparation. Access in and out of the site should be limited to one point to <br />help with erosion control and the tracking of dirt and mud off site (GES Inc. 3/5/00 <br />& 8/29/04). Development of the site shall be in strict accord with the reports <br />prepared by Geotechnical and Environmental Services Incorporated (GES Inc.). <br />The proposal addresses the existing geological constraints of the site, <br />including an assessment of soils and hydrology. No seepage was noted on <br />site in the most recent test pit explorations performed by GES Inc. Any <br />excavations over four feet in depth should be retained by a suitably designed <br />retaining system and inspected by GES Inc. during site development. All cuts <br />shall be inspected by GES Inc. when first exposed and on a periodic, basis <br />thereafter. The fill currently on site has characteristics which should make it <br />easier for removal, and should be easier to separate. The report prepared by <br />GES Inc. dated March 5, 200') and the supplemental report dated August 29, <br />2004 shall be the basis for approval of development on site. (GES Inc. 3/5/00 & <br />8/29/04). <br />3. The proposed method of construction will reduce erosion potential, <br />landslide and seismic hazard potential, and will improve or not adversely <br />affect the stability of slopes. Excavation for the building foundation will require <br />significant earth movement and regarding of the site. Site preparation should be <br />observed twice daily by GES Inc. Site preparation should be undertaken only by <br />experienced contractors that are familiar with working around deep excavations <br />and with uncontrolled fills. The earthwork contractor shall be required to read both <br />the main geotechnical report and the supplemental report. The building <br />foundation will bear directly upon confirmed undisturbed natural soil. Bearing soil <br />shall be confirmed by GES Inc. prior to placement of building preparation <br />�J <br />
