Excavation and/or grading should be accomplished in <br />such a manner as to allow the continued and controlled drainage throughout the <br />site (GES Inc. 3/5/00 & 8/29/04). All recommendations and conditions of the <br />reports prepared by GES Inc. shall be adhered to prior to and during site work. <br />4. The proposal uses construction techniques which minimize disruption of <br />existing topography and natural vegetation. Representatives of GES Inc, will <br />be on site to review certain stages of the site preparation and excavation. Site <br />work shall only be done by contractors experienced with working around deep <br />excavations and uncontrolled fill. The earthwork contractor shall be required to <br />read both the main geotechnical report and the supplemental report. All <br />foundation loads shall be carried upon undisturbed soil, and bearing soil b: <br />confirmed by GES Inc. Due to the extent of uncontrolled fill on site, it ma- be <br />necessary to raise bearing soil grades to help maintain uniform foundatl .•. `noting <br />depth on site. Foundation placement on site shall be in accordance wish the <br />design recommendations contained in the GES reports and in particular section <br />4.6. (GES Inc. 3/5/00 & 8/29/04). <br />5. The proposal is consistent with the purposes and provisions of this <br />Ordinance. The geotechnical report and supplemental report provide <br />recommendations for development of the site. The remaining steep slope areas <br />must be identified as an Environmentally Sensitive Area and a covenant, which <br />identifies this area and restricts future alteration or modification, must be recorded <br />for the property. <br />6. The proposal mitigates all impacts identified in the geotechnical report. <br />Development on site shall be in accordance with the findings and <br />recommendations contained in the geotechnical report and supplemental letter <br />prepared for the proposed development on site by Geotechnical and <br />Environmental Services Incorporated. <br />7. All utilities and access roads or driveways to and within the site be located <br />so as to require the minimum amount of modification to slopes, vegetation <br />or geologically hazardous areas. Site access will be approved by the City at <br />time of building permit submittal, and will include only one access point to the site. <br />All utilities should be placed as high an elevation as possible on site. Fall through <br />utility pipe should be utilized so that the increased head will offset any effects <br />caused by localized soil settlement. All utility excavation shall comply with the <br />recommendations contained in the GES Inc. report and supplemental (GES Inc. <br />3/5/00 & 8/29/04). All utility work on site shall meet all City code requirements <br />including building, plumbing, and public works. <br />DECISION: The City of Everett Planning Director hereoy grants approval to modify the <br />steep slope areas located at 3431 Nassau Street, in order to allow for the construction of <br />a new single-family residence, with the following conditions: <br />All work must conform to the Geotechnical Report and supplemental letter <br />prepared by Geotechnical and Environmental Services Incorporated. dated March <br />5, 2000 and August 29, 2004. <br />
