Plinimum Iiousing Code Certification <br />Pursuant to our conversation tliis morning I have reviewed the <br />happenings and actions pertaining to this matter and the following <br />reflects such to the best of my recollection. <br />1. On the afternoon of February 28 I received a call from a <br />person identifyinq herself as Sue with North ��est Mortgage asking <br />for a letter of compliance with the City Code. I thought she <br />was referring to a Ii.U.D. re-hab house and explained our procedures <br />in these matters. She said that F.H.A. would not accept our <br />inspection report notice form in lieu of a letter of certification <br />and asked me if I would call a Mr. Matney at the Verterans <br />Administration. <br />2. I then called the V.A, an�? was connected with a Mr. Pat <br />Ternan. He explained to mc this was not a H.U.D. rehab but an <br />F.H.A.-V.A. resale and they needed a letter of Certificatioz <br />from the City of Everett certifying that the dwelling in question <br />was in compliance �vith ihe minimum housing code. <br />3. I thanked Mr. Ternan for the clarification and called Sue, <br />of North West Mortgage, back and explained the mixup and asked <br />her to call Robert Royce in this matter. <br />4. I then called Robert Royce notifying him of the above and <br />asked him to follow up. He then informed me that there had <br />been some el�ctrical work required and had not been informed <br />by this division if it had been done, or approved. <br />5. I then checked the file and found that electrical permit <br />number 13192, had been issued to Judd ,� Plack on January 7, 1975, <br />and that a correction notice had been issued on January 14, 1975. <br />A search of records indicate this inspection was requester? on <br />January 14, 1975 at 8 a.m. by Judd and Black. <br />6. I then contacted inspector� Dougherty by radio requesting <br />conformation of correction. He informed me that the correction <br />had been made snd that he approved the work. <br />7. I then called Bob back and notified him of such and he told <br />me that certification would be sent out. <br />S. At this point I felt that the problem had been cleared up <br />to eve.ryones satisfaction. <br />9. Then on Monday morning, March 3, 1975, Mr. Eastman contacted <br />me, in your absence, in regards to this matter. He said that <br />the mayor had recei��ed an inquiry from a Mr. �A. C. Phillips <br />concerning this matter. I explained to i!r. Eastman the problem <br />and that tlie situation was taken care of. It seemed that the <br />inquiry centered around the inspection notice left by inspector <br />
