We ern 13322 Highway 99 South • Everett, Washington 98204
- `'• ey0rs 745-1594 355-2776
 _ Inc.
June 6, 1988
Bob Landles
City of Everett, Planning Department
City Hal?
Everett, WA 98201
RE: iiuilding Permit Application 2509 Melvin - 4 Unit Apartment-
Response to Mary Cunninqham, May 26, 1988
Dear Mr. Landles:
A building permit applicaton at 2509 Melvin has been rejected
for lack of. SEPA complianoe. The current property owner of the
westerly lot is Steve Anderson with the General Contractor being
Timberplex. The building p-*it application is for a 4 unit
apartment which I understand is examot from SEPA. As far as I
can tell the permit is being rejected on the baeis of the
variance application f9-88. Please note the following facts:
1. I,ocation of property South half lot 6 and South half lot
7, block 15 Pinehurst. These are two legal seperate
lots.
2. The variance granted was for front yard setback on
4-plex units on individual lots. Each lot is beinq
developed so that it can be individually sold, (see site
plan and staff report) .
When this application was submitted is was discussed thoroughly
should one or two applications be submitted, since the variance
were similar both carports being 12 from property line. It was
decided one (1) application would be acceptable. As of now Steve
Anderson has nothing to do with the easterly lot, how can he be
made to do a SEPA review on a lot he does not own.
Also I would like to make the following observa'.:ion about the
variance order itself.
1. Where does it prohitit a phased development?
LAND USE CONSULTANTS
CIVIL ENGINEERS • LAND SURVEYORS
ENGINEERING CORPORATION
