Compliance with the provisions of this Ordinance and other City, State and Federal <br /> regulations. <br /> Finding: All necessary building and Public Works permits must be obtained for the <br /> proposal prior to construction. <br /> Conclusion: The proposal will comply with the provisions of the City's Zoning Code and <br /> the applicant must obtain any required Ciry, State and/or Federal permits. <br /> 11. Accessibility to public transit, and traffic reduction measures proposed by the <br /> applicant to reduce dependence of the proposed use on the automobile. <br /> Finding: The site has frontage along E. Marine View Drive which is served by public <br /> transit. <br /> Conclusion: The proposal is located near existing bus routes. <br /> SPU SPECIFIC EVALUATION CRITERIA: <br /> Subsection 41.150.D.2.b. of the Zoning Code - Special Property Use Permits - contains specific <br /> evaluation criteria for Church facilities. Many of these criteria are intended to address new church <br /> construction and do not apply to this application. � <br /> DECISION: The proposal is approved as submitted subject to compliance with the following <br /> conditions: <br /> 1. A Public Works Permit is required for this project. Detailed drawings in accordance with <br /> City Design and Construction Standards shall be submitted to the Public Works <br /> Department, showing site parking layout, landscaping, utilities, storm drainage, temporary <br /> construction erosion control, and all required improvements in the public right-of-way. <br /> Public Works Department approval of these drawings is required prior to any permits being <br /> issued. All improvements shall be completed, approved and warranted before the <br /> Occupancy Permit is issued/final approval is granted. <br /> 2. Parking must be per City Zoning Code and City Design and Construction Standards for <br /> Development. For the church activity a minimum of one stall is required per every five <br /> seats in the church or nave. It appears the area proposed for on-site parking might only be <br /> able to accommodate eight parking stalls. <br /> 3. Any �rading/fill on this site shall be done so as to not impact the surrounding properties. <br /> 4. A building permit is required for the change of use. <br /> 5. Lack of comment on the plans submitted with the application does not constitute approval <br /> of these plans. <br /> 6. City streets and alleys are to be kept clear of dirt and debris at all times during <br /> construction. Dust suppression and street cleaning must occur as directed by the Public <br /> Works Inspector. <br /> d� <br />
