for a wide variety of hazardous waste management and remediation <br />activities. The proposal is submitted pursuant to these laws. (Exhibit 8) <br />4. The Everett Comprehensive Plan designates the site as 5.3 Light <br />Industry. The property is zoned C-2, Heavy Commercial Light Industrial. <br />The parcel is on one-half block between 34th Street and 35th Street, <br />facing the west side of McDougall Avenue. The structures have been <br />on -site for many years and have historically been compatible with the <br />development in the area. (Exhibit 1, Landles testimony) <br />5. The proposed facility has four primary functions: waste receiving area; <br />waste processing area; waste storage area; and education and materials <br />reuse area. <br />The waste receiving area will be used to collect oil, antifreeze, <br />automotive and appliance battery collections, explosives and other <br />materials. It will be designed as a drive -through with a three -lane vehicle <br />queue that will accommodate ten vehicles. <br />The waste processing area will be accessible to the waste receiving area <br />through a twelve foot wide bay type roll -up door. It will be a series of <br />rooms used as part of the waste processing system. <br />The waste storage area will be two rooms that provide a location for the <br />storage of the waste materials. It will be designed to handle flammable <br />and combustible materials. <br />The education and materials reuse area will be a room located in the <br />structure that is separated from the waste processing area. The purpose <br />of this area will be for community education. Access to this area will be <br />off McDougall Avenue. (Kelly -Clark testimony & Tepfer testimony) <br />6. Parking, pedestrian safety, vehicular safety, queues and landscaping are <br />identified impacts from the proposed development. With conditions as <br />imposed herein, these impacts have been mitigated. (Landles <br />testimony) <br />7. In order foi a Special Property Use Permit to be granted within the City <br />of Everett, the criteria of Everett Municipal Code (EMC)19.41.150.C&D <br />must be satisfied.
