8. Within Snohomish County there is a significant amount of moderate risk <br />waste materials, including unused pesticides, paints, cleaners, motor oil, <br />solvents etc. Currently, these types of materials are processed at <br />seasonal mobile collection events held at various locations in Snohomish <br />County. However, logistics, weather and other restrictions limit the <br />number and location of these events, and, it is the intent of the Applicant <br />to provide a permanent facility at the subject property for a centrally <br />located year-round hazardous wastes disposal site for citizens of <br />Snohomish County and the City of Everett. The proposed facility will <br />ensure that the moderate risk waste is controlled to prevent spills, <br />secondary containments and engineering breakdowns. The proposal <br />satisfies a need of the City and the general area. (Exhibit 1) <br />9. The facility is to be located at the intersection of McDougall Avenue and <br />35th Street. The City determined that adequate right-of-way is available <br />on both streets. However, because neither street has curbc or gutters, <br />there is a safety impact resulting from the proposal. As part of the <br />development, the Applicant will provide curbs, gutters and sidewalks on <br />35th Street and McDougall Avenue. In addition, the entire west side of <br />McDougall Avenue, from 34th Street to 35th Street and 34th Street from <br />McDougall Avenue to the alley, will have street improvements. (Exhibit <br />1) <br />10. Water and sewer facilities are available to the site. Sanitary and storm <br />drainage in the area is collected and treated at the Everett Waste Water <br />Pollution Control Facility. The City anticipated no increased impacts to <br />the sanitary and storm drainage systems. Because of the nature of the <br />activity on -site, extreme precautions are proposed for any spills, leaks, <br />etc. (Exhibit 1, Landles testimony, Tepfer testimony) <br />11. The Applicant caused a study of traffic and queuing to be done for the <br />projected traffic using the site. Based on this information, the City <br />determined that the proposed use on the site will not increase traffic. <br />The City also determined that the queue lanes will be able to handle the <br />waiting customers. Although the regional events have at times resulted <br />in long traffic lines, the permanency and availability of the site will <br />diminish the time limit pressures of the activity.
