12. The proposed facility will receive waste approximately three days per <br />week. On these three days, the facility will be open eight hours a day. <br />Based on similar facilities in Bellingham, Seattle and Tacoma, it has <br />been determined that the peak hourly visits range from 8.8 to 11.7 visits <br />per 10,000 residents. In Snohomish County there is an estimated <br />population of 538,100. Using the 11.7 visits per 10,000 residents, the <br />peak monthly use of the facility will be approximately 627 visits. Based <br />on the number of hours the facility will be open during a month, it has <br />been calculated that the peak hour arrival rate will be 8.9 visits per hour. <br />This will result in approxin lately a vehicle for every ten minutes. The <br />queuing of vehicles will be minimal and will not create a problem for <br />traffic on McDougall Avenue or to 35th Street. (Exhibit 11, Kelly -Clark <br />testimony) <br />13. The City of Everett Police and Fire Departments will provide service to <br />the facility. (Exhibit 1) <br />14. The traffic to be generated by the proposed use will result in a significant <br />increase to that which exists. The peak hour arrival rate of 8.9 visits per <br />hour at the facility will not create a traffic impact to surrounding areas or <br />circulation of public safety. (Exhibit 1) <br />15. There are three on -site parking spaces at the site. In addition, <br />McDougall Avenue and 35th Street have available parking spaces. The <br />off -site parking and the on -site parking will be adequate to mitigate any <br />impacts. In total, the facility will have approximately nineteen on -street <br />parking spaces. (Exhibit 1) <br />16. The proposal will be compatible with surrounding properties. There will <br />be no change in the size, height, location, setback or arrangements of <br />the buildings. (Exhibit 1) <br />17. There is limited landscaping on the existing site. Because most of the <br />site abuts right-of-way, the Applicant proposed to provide some <br />landscaping on public right-of-way in scattered locations along 34th <br />Street and McDougall Avenue frontage. Landscaping will be on the <br />right-of-ways and will enhance the visual appearance of the building in a <br />manner greater than what currently exists. (Exhibit 1, Landles <br />testimony) <br />
