18. Letters of opposition of the facility were submitted by property owners in <br />the area. Among the contentions and objections were the facility will <br />have an adverse impact on values of property. Questions relating to <br />health issues and safety hazards of the materials on -site were raised by <br />the letterwriters. (Exhibit 10, Bargreen letter, Thunman letter) <br />19. Letters in support of the facility were submitted by other property owners <br />in the area. (Exhibit 10, Belshaw letter, Robison letter, Tisdel letter, <br />Haugen letter, Hinds letter) <br />20. The site is located in an industrial area which has some business <br />identification signs. Signs for the facility will be determined later. The <br />Applicant is subject to the provisions and standards of Sign Category B <br />of EMC 19.36. (Exhibit 1) <br />21. Existing outdoor storage areas will be screened with a solid fence or <br />wall. T nere will be some landscaping. This screening will reduce any <br />impacts of smoke, dust, odor, glare and visual blight. (Exhibit 1) <br />22. Materials will not be burned on -site and no smoke will be generated. <br />The only dust to be generated will be dust from vehicles. The <br />Snohomish Health District has determined that the facility be operated in <br />a manner that will not generate health impacts to neighboring properties <br />or to employees or customers. Air quality, including odor, will bs <br />regLiated by the Puget Sound Air Pollution Control Agency. The activity <br />on -site will generate only nonrial and legal levels of noise. There will be <br />no significant nu' lance irritants from the facility. (Exhibit 1) <br />23. The Everett General Plan designates the subject property as Light <br />Industrial. The type of actii ,ity proposed is consistent with this <br />designation. It provides recycling and reuse and storage of household <br />products and the collection of other materials. There will be no <br />commercial activity on -site. (Exhibit 1) <br />24. The proposal is consistent with State and Federal regulations. Further, <br />the facility has been reviewed pursuant to the Snohomish Health District <br />regulations. The proposal will be subject to compliance with these <br />regulations. (Exhibit 1) - <br />25. The facility will have three employees. Public transit is available on 36th <br />Street and Broadway.
