Pcmiit Area <br />This general permit covers all areas of Nashington Scate, except for federal and tribal <br />lands specificd in Sl.D3. <br />B. ODCrators Required to Seek Covera�c Under this General Permit: <br />I. Operators of the following consrruction activities are required to seek coverage under <br />this permit <br />a. Clearing, grading and/or excavation which results in the disrurbance of one or <br />more acres, and discharges stor•nnvater to surjoce waters ojrhe stare; and clearing, <br />grading and/or excavation on sires smaller than one acre which are part of a lazger <br />common plan ojdevelopment or sale, if the common plan of development or sale <br />will ultimately disturb one acre or more, and discharges stormwater to surface <br />waters of the state. <br />This includes forest practices that are part of a construction activiry that will <br />result in the disturbance of one or more acres, and discharges to surface waters <br />of the state (i.e., forest practices which are preparing a site for construction <br />activities); and <br />b. Any size construction activiry discharging stormwater to waters of the state which <br />the Department of Ecology (Ecology): <br />i. Determines to be a sigi�ificunt coruributor of pollutants to waters of the state of <br />Washineton, or <br />ii. Reasonably c�pects to cause a violation of any water quality standard. <br />2. Operators of the following activities aze not required to seek coverage under this <br />pemiit, unless specifically required under Condition S I.B.I.b. (Significant <br />Contributor): <br />a. Construction activities which discharge all stormwater and non-stormwater to <br />grou�id tirarer, and have no poinr source discharge to surface water or a storm <br />sex•er srstem that drains ro surface waters of the state; <br />b. Construction activities covered under an Erosivity Waiver (Condition S2.C); <br />c. Routine maintenance that is performed to maintain the original line and grade, <br />hydraulic capacity, or original purpose of a facility. <br />
