Recalculate the rainfall erosivity "R" factor using the original start date and a new <br />projected ending date and, if the "R" factor is still under 5 and the entire project <br />falls within the applicable regional timeframe in S2.C.2.b, complete and submit <br />an amended waiver certification form before the original waiver expires; or <br />b. Submit a complete permit application to Ecology in accordance with Condition <br />S2.A and B before the end of the certified waiver period. <br />S3. COMPLIANCE VVITH STANDARDS <br />A. Discharges shall not cause or contribute to a violation of surface water quality standazds <br />(Chapter ]73-201A WAC), ground water qualiry standards (Chapter 173-200 WAC), <br />sediment management standards (Chapter 173-204 WAC), and human health-based <br />criteria in the National Toxics Rule (40 CFR Part 13136). Discharges that aze not in <br />compliance with these standards are not author.zed. <br />B. Prior to the discharge of stormwater and non-stormwater to waters oJdie state, the <br />Permittee shall apply all known, available, and reasonable methods of prevention, <br />control, and treatment (AKAR�. This includes the preparation and implementation of an <br />adequate Stormwater Pollution Prevention Plan (SWPPP), with all appropriate best <br />managemer�t practices (BMPs) installed and maintained in accordance with the SWPPP <br />and the terms and conditions of this permit. <br />C. Compliance with water qualih� standards shall be presutned, unless discharge monitorine <br />data or other site specific information demonstrates that a discharge causes or contributes <br />to a violation of �vater quality standards, when the Permittee is: <br />1. In full compliance with all permit conditions, including planning> sampling, <br />monitoring, reporting, and recordkeeping conditions; and <br />2. Fully implementing stormwater BMPs contained in stormwater management manuals <br />published or approved by Ecology, or BMPs chat aze demoristrably equivalent to <br />BMPs contained in stormwater technical manuals published or approved by Ecology, <br />including the proper sclection, implementation, and maintenance of all applicable and <br />appropriate BMPs for on-site poUution control. <br />D. For sites that discharge to both surface water and ground water, all ground water <br />discharges are also subject to the terms and conditions of this permit. Permittees who <br />discliarge to ground water through an n�jecrion wel! shall comply with any applicable <br />requircmcnts of the Underground Injection Control (UIC) regulations, Chapter 173-218 <br />WAC. <br />
